December 10, 2024 <br /> <br />Background: <br /> <br /> The Technology Trust Fund is allocated to the Clerk of Circuit Court to assist in <br />paying for records management systems/indexing systems and hardware/software <br />maintenance costs. <br /> <br /> It is also utilized to pay for maintenance fees associated with the secure remote <br />access to the land records and court records. The primary vendors are the Supreme <br />Court of Virginia and Logan Systems Incorporated. <br /> <br />Discussion: <br /> <br /> The Clerk of Circuit Court has agreed to all of the services and reports required by <br />this grant. <br /> <br />Financial impact: <br /> <br /> There is no local cash match required. <br /> <br />Recommended Action: <br /> <br /> Adoption of the proposed ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Allocation of funds to pay vendors for service. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Hugel, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING AN ALLOCATION OF $145,252 FROM THE STATE <br />COMPENSATION BOARD TECHNOLOGY TRUST FUND AND APPROPRIATING <br />SAID AMOUNT IN THE FY 2025 GRANTS FUND FOR USE BY THE PORTSMOUTH <br />CIRCUIT COURT CLERK’S OFFICE TO FUND TECHNOLOGY MAINTENANCE AND <br />IMPROVEMENTS. <br />” <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />24 - 372 - Adoption of an ordinance accepting with appreciation a donation in the <br />amount of $100 from Tidewater Baptist Missionary and Educational Convention <br />Incorporated and appropriating said funds to the FY2025 Social Services Fund for <br />use by the Department of Social Services to support foster children at Christmas. <br /> <br />Background: <br /> <br /> Foster care is intended to be a temporary solution for children who have been <br />removed from their birth family homes or legal guardian for reasons of neglect, abuse <br />abandonment or other issues that threaten the child’s health and/or safety. Every effort is <br />made to help the child remain with his or her family; however when a child comes into <br />care they are often placed in a resource home. The resource family works as a team with <br />the local department of social services, the biological family, the child (when applicable) <br />and any additional community partners to provide services to the removal family, the child <br />and the resource family. The desired outcome of foster care is to reunify the child with <br />their family. <br /> <br />Discussion: <br /> <br /> The DSS received a $100 check from Tidewater Baptist Missionary and <br />Educational Convention Inc. <br /> <br /> Donated funds are to be utilized for the Department of Social Services’ Foster <br /> <br />Children for Christmas program. <br /> <br />Financial Impact: <br /> <br /> <br /> The funding available to assist citizens in need would increase by $100. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance <br /> <br /> <br /> <br /> <br /> <br />
