November 26, 2024 <br /> <br />NOW, THEREFORE, BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia, that it endorses the positions listed on Exhibit A hereto for inclusion in the <br />Legislative Package for consideration by the 119th Congress and directs that both this <br />Resolution and the Legislative Package be forwarded to the City’s congressional <br />representatives. <br /> <br /> BE IT FURTHER RESOLVED <br /> that the City Manager and/or her designee(s) are <br />hereby authorized and directed to provide necessary input and clarification during the <br />th <br />119 Congress session and to carry out other activities as needed to assist in attaining <br /> <br />the goals and objectives contained in the City’s 2025 Legislative Package.” <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />- New Business - <br /> <br />24 - 357 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />24 - 358 - Items Submitted by Council Members <br /> <br />a. Adoption of a resolution requesting the General Assembly of Virginia to amend the <br />Charter of the City of Portsmouth, Virginia by amending Section 3.11 regarding <br />noninterference in appointments or removals. <br /> <br />b. Adoption of a resolution requesting the General Assembly of Virginia to amend <br />the Charter of the City of Portsmouth, Virginia by amending Section 12.09 regarding <br />recall of elective officers. <br /> <br />c. Adoption of a resolution requesting the General Assembly of Virginia to amend <br />the Charter of the City of Portsmouth, Virginia by adding a new Section 13.05 regarding <br />City Council authority to remedy disparities or discrimination in the availability and <br />utilization of minority-owned businesses or women-owned businesses. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Hugel, to defer Items A, B, and C to <br />the January 28, 2025, City Council meeting, and was adopted by the following vote: <br /> <br />Ayes: Hugel, Moody, Tillage, Glover <br />Nays: Lucas-Burke, Whitaker <br /> <br />d. Adoption of a resolution requesting the General Assembly of Virginia to amend <br />the Charter of the City of Portsmouth, Virginia by adding new Sections 13.03 and 13.04 <br />regarding City Manager action to address disparities or discrimination in the availability <br />and utilization of minority-owned businesses or women-owned businesses. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Hugel, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTIONREQUESTING THE GENERAL ASSEMBLY OF VIRGINIA TO AMEND <br /> <br />THE CHARTER OF THE CITY OF PORTSMOUTH, VIRGINIA BY ADDING NEW <br />SECTIONS 13.03 AND 13.04 REGARDING CITY MANAGER ACTION TO ADDRESS <br />DISPARITIES OR DISCRIMINATION IN THE AVAILABILITY AND UTILIZATION OF <br />MINORITY-OWNED BUSINESSES OR WOMEN-OWNED BUSINESSES. <br /> <br /> <br />BE IT RESOLVED <br /> by the Council of the City of Portsmouth, Virginia: <br /> <br /> That the General Assembly of Virginia is hereby requested to amend the Charter <br />of the City of Portsmouth, Virginia, as follows: <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
