November 12, 2024 <br /> <br />At a Regular Meeting of the City Council on Tuesday, November 12, 2024, there <br />were present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor Lisa L. Lucas-Burke, Wiliam E. Moody, Jr., Dr. <br />Mark M. Whitaker, Mark A. Hugel, Vernon L. Tillage, Jr., City Manager Steven Carter, <br />City Attorney Lavonda Graham-Williams. <br /> <br />Mayor Glover asked for a moment of silence which was followed by the Pledge of <br />Allegiance to the Flag. <br /> <br /> Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Hugel, to adopt the minutes of a Called <br />Meeting of October 22, 2024, and of a Regular Meeting of October 22, 2024, and was <br />adopted by the following vote: <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br /> <br /> Dr. Darlene Sparks-Washington, Executive Director for the Portsmouth Volunteers <br />for the Homeless, spoke on the Coldest Night of the Year Walk, February 22, 2025. <br /> <br />- Public Hearing - <br /> <br />24 - 327 - Public hearing on a use permit application: <br /> <br />UP-24-10 HATTONSVILLE - Resolution granting the request of Leif Berner for <br />a Use Permit to operate a shipping container/chassis storage yard <br />on an approximately 5.4-acre parcel at 3015 Airline Boulevard in the <br />Light Industrial (IL) zoning district. The property is owned by Berner <br />Properties 3015 Airline LLC and is further described as Tax Map 574, <br />Parcel 3. The Future Land Use Map of the Build One Portsmouth <br />Comprehensive Plan designates this property as a mixed-use <br />corridor. Planning Commission recommends approval with <br />conditions. <br /> <br />1. Lief Berner, 3015 Airline Boulevard, presented the application. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Hugel, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION GRANTING A USE PERMIT (UP-24-10) TO L. BERNER TO OPERATE <br />A SHIPPING CONTAINER/CHASSIS STORAGE YARD ON A PARCEL HAVING AN <br />ADDRESS OF 3015 AIRLINE BOULEVARD (TAX PARCEL 0574-0030). <br /> <br /> <br />WHEREAS <br /> , L. Berner, the owner of the subject property through Berner Properties <br />3015 Airline LLC, has made application pursuant to Section 40.2-533 of the Code of the <br />City of Portsmouth, Virginia for the granting of a use permit to operate a shipping <br />container/chassis storage yard on a parcel having an address of 3015 Airline Boulevard <br />(Tax Parcel 0574-0030); and <br /> <br />WHEREAS <br /> , the applicant and the Planning Director have done all things required <br />to be done in connection with said application; and <br /> <br />WHEREAS <br /> , the Planning Commission has recommended the approval with <br />conditions of the application for a use permit. <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia: <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
