<br /> <br />November 12, 2024 <br /> <br />At a Called Meeting of the City Council on Tuesday, November 12, 2024, there <br />were present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor Lisa L. Lucas-Burke, Wiliam E. Moody, Jr., Dr. <br />Mark M. Whitaker, Mark A. Hugel, Vernon L. Tillage, Jr., City Manager Steven Carter, <br />City Attorney Lavonda Graham-Williams. <br /> <br />24 - 324 - Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> "Please attend a called meeting of the City Council to be held in the City Council <br />Chamber, 801 Crawford Street, 5:00 p.m., Tuesday, November 12, 2024, for the purpose <br />of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />24 - 325 - The following items were discussed in Public Work Session: <br /> <br />1. City Financial Update - David Rose, Senior Vice President and Co-Head of Public <br /> Finance, Davenport and Company <br /> Councilman Hugel asked for information on the debt cost for the all the debt for the <br />˗ <br />City. <br /> <br /> Mr. Rose will provide that information. <br /> <br />2. Proposed General Assembly Package Discussion - Sherri Neil, Intergovernmental <br /> Affairs Manager <br /> <br /> A call for consensus failed to move forward the following items to the General <br />Assembly for their filing deadline: <br /> Recall Process. <br />o <br /> Noninterference. <br />o <br /> Authority of City Council to remedy evidence based on disparities and <br />o <br />discrimination. <br /> <br /> <br /> There was a call for consensus to move forward the following items to the General <br />Assembly for their filing deadline: <br /> Request and authority of the City Manager to collect and provide data to <br />o <br />support City efforts to address disparity and discrimination. <br /> Residential landlord and tenant act. <br />o <br /> <br />3. City Council Liaison Reports <br /> Councilman Hugel - <br />˗ <br /> <br /> Crime and Gun Violence Task Force meeting, 6 p.m., Monday, November 18, <br />th <br />2024, in the 6 Floor Conference Room. <br /> <br />24 - 307 - Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, to go into a closed <br />meeting pursuant to Virginia Code subsection 2.2-3711(A)(7) for the purpose of <br />consultation with legal counsel pertaining to actual litigation, where such consultation or <br />briefing in open meeting would adversely affect the negotiating or litigating posture of the <br />public body, specifically regarding New Bethel Development, LLC v. City of Portsmouth <br />City Council, Court of Appeals Record Number 0502-24-1, Circuit Court Number <br />CL21004886-00. <br /> <br />The motion to go into closed meeting was adopted by the following vote: <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Glover <br />Nays: None <br />Abstain: Whitaker (Has association with entity) <br /> <br />Motion Ms. Lucas-Burke, and seconded by Mr. Tillage, pursuant to Virginia Code <br />Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge: <br /> <br /> <br /> <br /> <br /> <br />
