November 12, 2024 At a Called Meeting of the City Council on Tuesday, November 12, 2024, there were present: Mayor Shannon E. Glover, Vice Mayor Lisa L. Lucas-Burke, Wiliam E. Moody, Jr., Dr. Mark M. Whitaker, Mark A. Hugel, Vernon L. Tillage, Jr., City Manager Steven Carter, City Attorney Lavonda Graham-Williams. 24 - 324 - Mayor Glover called the meeting to order and welcomed all in attendance. "Please attend a called meeting of the City Council to be held in the City Council Chamber, 801 Crawford Street, 5:00 p.m., Tuesday, November 12, 2024, for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 24 - 325 - The following items were discussed in Public Work Session: 1. City Financial Update - David Rose, Senior Vice President and Co-Head of Public Finance, Davenport and Company Councilman Hugel asked for information on the debt cost for the all the debt for the ˗ City.  Mr. Rose will provide that information. 2. Proposed General Assembly Package Discussion - Sherri Neil, Intergovernmental Affairs Manager  A call for consensus failed to move forward the following items to the General Assembly for their filing deadline: Recall Process. o Noninterference. o Authority of City Council to remedy evidence based on disparities and o discrimination.  There was a call for consensus to move forward the following items to the General Assembly for their filing deadline: Request and authority of the City Manager to collect and provide data to o support City efforts to address disparity and discrimination. Residential landlord and tenant act. o 3. City Council Liaison Reports Councilman Hugel - ˗  Crime and Gun Violence Task Force meeting, 6 p.m., Monday, November 18, th 2024, in the 6 Floor Conference Room. 24 - 307 - Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, to go into a closed meeting pursuant to Virginia Code subsection 2.2-3711(A)(7) for the purpose of consultation with legal counsel pertaining to actual litigation, where such consultation or briefing in open meeting would adversely affect the negotiating or litigating posture of the public body, specifically regarding New Bethel Development, LLC v. City of Portsmouth City Council, Court of Appeals Record Number 0502-24-1, Circuit Court Number CL21004886-00.
