<br />24 - 314 - Adoption of an ordinance to re-appropriate unexpended funds in the
<br />amount of $19,647,688 from the FY 2024 Portsmouth Public Schools Grant Fund
<br />Budget to the FY 2025 Portsmouth Public Schools Grant Fund Budget.

<br />Background:
<br />
<br /> City Council appropriated $30,965,056 to the FY 2024 Grant Fund Budget for the
<br />Portsmouth Public Schools (PPS).
<br />
<br /> On September 12, 2024 the Portsmouth School Board adopted a Resolution
<br />requesting that City Council appropriate a preliminary amount totaling $19,647,688, of
<br />which $12,552,732 is encumbered but unexpended funds and $7,094,956 is
<br />unencumbered funds, from the FY 2024 PPS Grant Fund Budget to the FY 2025 PPS
<br />Grant Fund Budget.

<br />Discussion:
<br />
<br /> City Council Ordinance 2023-41 states “all unspent appropriations under this
<br />ordinance or any ordinance appropriating funds for the FY 2024 Portsmouth Public
<br />Schools budget shall lapse at the end of the fiscal year, as provided under 22.1-100 of
<br />the Code of Virginia. Funds encumbered but unpaid by the end of the fiscal year will be
<br />
<br />deemed unspent appropriations that will require re-appropriation by the City Council.”
<br />
<br /> Re-appropriation Request of Encumbered Funds: PPS is requesting the re-
<br />appropriation of the preliminary amount of $12,552,732 related to a Library remodel
<br />(division wide), Elementary HVAC & Middle & High School Chiller Replacements, CTE
<br />Expansion architectural design, and school buses.
<br />
<br /> Re-appropriation Request of Unspent/Carryforward Funds: PPS is requesting the
<br />re-appropriation of the preliminary amount of $7,094,956 related to
<br />unspent/unencumbered funds as of the end of the fiscal year. The
<br />unspent/unencumbered funds are comprised of the following:
<br /> $397,077 from the Virginia Preschool Initiative Program
<br />o
<br /> $453,399 from the Early Reading Initiative Program
<br />o
<br /> $248,028 from the Early Reading Specialist Program
<br />o
<br /> $42,598 for a Math/Reading Specialist
<br />o
<br /> $76,484 from the SOL Algebra Readiness Program
<br />o
<br /> $4,245,370 from the School Construction Grants Program
<br />o
<br /> $1,632,000 from the Virginia Public Schools Authority Program
