<br />October 22, 2024 <br /> <br />At a Called Meeting of the City Council on Tuesday, October 22, 2024, there were <br />present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor Lisa L. Lucas-Burke, Wiliam E. Moody, Jr., *Dr. <br />Mark M. Whitaker, Mark A. Hugel, Vernon L. Tillage, Jr., City Manager Steven Carter, <br />City Attorney Lavonda Graham-Williams. <br /> <br />24 - 305 - Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> "Please attend a called meeting of the City Council to be held in the City Council <br />Chamber, 801 Crawford Street, 5:00 p.m., Tuesday, October 22, 2024, for the purpose <br />of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />24 - 306 - The following items were discussed in Public Work Session: <br /> <br />1. Hampton Roads Alliance Briefing - Doug Smith, President & CEO / Steve Harrison, <br /> Chief Operating Officer <br /> <br />2. Portsmouth Public Schools Reallocation Ordinance - Dr. Cardell Patillo, School Board <br /> Chairman <br /> <br /> Councilman Whitaker asked for and received a consensus of City Council to support <br /> <br />the five reappropriation items to the schools located under the City Manager’s report <br />as part of the regular agenda. <br /> <br /> City Council asked that City Manager Carter and Superintendent Bracy work together <br /> <br />to discuss appropriate language for an ordinance authorizing the schools to establish <br />a Capital Reserve Fund to be brought back for City Council consideration on <br />December 10, 2024. <br /> <br />24 - 307 - Motion by Ms. Lucas-Burke, and seconded by Mr. Tillage, to go into a closed <br />meeting pursuant to Virginia Code subsection 2.2-3711(A)(8) for the purpose of <br />consultation with legal counsel employed by the City regarding specific legal matters <br />requiring the provision of legal advice by such counsel, specifically regarding the possible <br />amendment of the City Code to eliminate use valuation and assessment of open-space <br />land. <br /> <br />The motion to go into closed meeting was adopted by the following vote: <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />Motion Ms. Lucas-Burke, and seconded by Dr. Whitaker, pursuant to Virginia Code <br />Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge: <br /> <br />1. Only public business matters lawfully exempted from open meeting requirements <br />under the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion by which the Closed <br />Meeting was convened were heard, discussed, or considered in the closed meeting <br />just concluded by the City Council. <br /> <br /> The motion was adopted by the following vote: <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br /> <br /> <br /> <br /> <br /> <br />
