<br /> <br />October 8, 2024 <br /> <br />At a Called Meeting of the City Council on Tuesday, October 8, 2024, there were <br />present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor Lisa L. Lucas-Burke, Wiliam E. Moody, Jr., *Dr. <br />Mark M. Whitaker, *De’Andre A. Barnes, Mark A. Hugel, Vernon L. Tillage, Jr., City <br />Manager Steven Carter, City Attorney Lavonda Graham-Williams. <br /> <br />24 - 289 - Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> "Please attend a called meeting of the City Council to be held in the City Council <br />Chamber, 801 Crawford Street, 5:00 p.m., Tuesday, October 8, 2024, for the purpose of <br />a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />24 - 290 - The following items were discussed in Public Work Session: <br /> <br />1. Permitting history for Event Space/Banquet Hall and Entertainment Establishments - <br /> Dr. Rhonda Russel, Director of Planning <br /> Vice Mayor Lucas-Burke inquired about the time limit for celebrations not held at <br />˗ <br />event spaces. <br /> <br /> Staff will provide that information. <br /> <br />2. Parks and Recreation Update - Mark Palamarchuck, Director of Parks and Recreation <br /> Councilman Whitaker inquired about the plans for the SportsPlex and for the <br />˗ <br />Cavalier Manor Recreational Center. <br /> <br /> City Manager Carter will locate those plans and provide a presentation to City <br />Council at an upcoming Public Work Session. <br /> Councilman Moody asked that the conceptual plans for the swimming pool and <br />˗ <br />resurfacing of the tennis courts for the Cavalier Manor Recreation Center be <br />provided to City Council. <br /> Councilman Tillage asked for an update on the park near Mount Calvary. <br />˗ <br /> Councilman Whitaker asked City Attorney Graham-Williams for an update on the <br />˗ <br />Historical designation of Bernard Griffin Park (formerly known as Mount Herman <br />Park). <br /> <br /> City Attorney Graham-Williams provided an update and made a request to <br />citizens for pictures of Mount Herman Park. <br /> <br /> City Attorney Graham-Williams asked that more therapeutic amenities be <br />provided at the recreational centers for those with special needs. <br /> <br />3. Open Space Policy Update - Steve Edwards, City Assessor <br /> Councilman Whitaker asked that an item be placed on the agenda to terminate <br />˗ <br />open space land use program. <br /> <br /> <br /> City Manager Carter introduced Herb Robinson, Director of General Services. <br /> <br />24 - 291 - Motion by Ms. Lucas-Burke, and seconded by Dr. Whitaker, to go into a closed <br />meeting pursuant to Virginia Code subsection 2.2-3711(A)(8) for the purpose of <br />consultation with legal counsel employed by the City regarding specific legal matters <br />requiring the provision of legal advice by such counsel, specifically regarding collective <br />bargaining. <br /> <br />The motion to go into closed meeting was adopted by the following vote: <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
