<br /> <br />September 24, 2024 <br /> <br />At a Called Meeting of the City Council on Tuesday, September 24, 2024, there <br />were present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor Lisa L. Lucas-Burke, Wiliam E. Moody, Jr., *Dr. <br />Mark M. Whitaker, Mark A. Hugel, Vernon L. Tillage, Jr., City Manager Steven Carter, <br />Deputy City Attorney Derek Challenger. <br /> <br />24 - 241 - Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> "Please attend a called meeting of the City Council to be held in the City Council <br />Chamber, 801 Crawford Street, 5:00 p.m., Tuesday, September 24, 2024, for the purpose <br />of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />24 - 242 - The following items were discussed in Public Work Session: <br /> <br />1. Legislative Agenda - Sherri Neil, Director of Intergovernmental Affairs <br /> Councilman Hugel asked that the City Attorney bring back information on how the <br />˗ <br />recall process that is proposed in the legislative package differs from what is <br />currently in the City code. <br /> Councilman Hugel suggested that City Council strike any evidence of the word <br />˗ <br />anecdotes from the Authority for Council to Remedy Evidence Based Disparities <br />and Discrimination. He also asked that issues of gender and disability be included <br />in the package. <br /> Councilman Hugel asked that the language in the Firearm Violence section match <br />˗ <br />that of the Surgeon General’s report. <br /> Councilman Hugel asked that toll relief be included in the package and asked that <br />˗ <br />it be included in every legislative package. <br /> Councilman Hugel asked that there be a request for additional funds for derelict <br />˗ <br />boats in the waterways. <br /> Councilman Whitaker asked that the City Attorney reference videos of City Council <br />˗ <br />discussion pertaining to the recall process. <br /> Mayor Glover pointed out that the penalty for interference presently is a <br />˗ <br />misdemeanor not a felony and asked that the language be updated. <br /> Councilman Hugel asked that the City Attorney bring back information on how the <br />˗ <br />noninterference clause that is proposed in the legislative package differs from what <br />is currently in the City code. <br /> Vice Mayor Lucas-Burke asked that the Charter be reviewed. <br />˗ <br /> Councilman Moody asked that a committee be established to review the Charter. <br />˗ <br /> Councilman Tillage asked that Payment in Lieu of Taxes (PILOT) be added as part <br />˗ <br />of the Federal Legislative Public Policy and Initiatives. <br /> Mayor Glover asked that a request to increase CDBG funds be added to the <br />˗ <br />Federal Legislative Agenda. <br /> <br />2. HRT Presentation - William Harrell, CEO, President, HRT / Ray Amoruso, Chief <br /> Planning and Development Officer / Sibyl Pappas, Chief Engineering and Facilities <br /> Officer <br /> <br />3. CIP Presentation (ARPA Project Update) - James Wright, City Engineer <br /> Councilman Whitaker asked for information on cost overrides for completed <br />˗ <br />projects where ARPA funds were used. <br /> <br /> City Manager Carter will provide an update. <br /> Councilman Tillage asked for a breakdown of spending for the ARPA projects in <br />˗ <br />rounds one and two <br />. <br /> <br /> City Manager Carter will provide an update. <br /> <br /> <br /> City Manager Carter introduced Jerod Roberts, Public Works Director. <br /> <br />On motion, meeting adjourned. <br /> <br /> <br /> <br /> <br />
