<br />At a Regular Meeting of the City Council on Tuesday, September 10, 2024, there
<br />were present:
<br />
<br />Mayor Shannon E. Glover, Vice Mayor Lisa L. Lucas-Burke, Wiliam E. Moody, Jr., Dr.
<br />Mark M. Whitaker, *DeāAndre A. Barnes, Mark A. Hugel, *Vernon L. Tillage, Jr., City
<br />Manager Steven Carter, City Attorney Lavonda Graham-Williams.

<br />Mayor Glover asked for a moment of silence which was followed by the Pledge of
<br />Allegiance to the Flag.
<br />
<br /> Mayor Glover called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Tillage, and seconded by Ms. Lucas-Burke, to adopt the minutes of
<br />a Called Meeting of August 13, 2024, and of a Regular Meeting of August 13, 2024, and
<br />was adopted by the following vote:
<br />
<br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover
<br />Nays: None
<br />
<br />- Public Hearing -
<br />
<br />24 - 244 - Public hearing on use permit applications:
<br />
<br />(a) UP-24-07 ACADEMY CROSSING - Resolution granting the request of R.
<br />Stancel for a Use Permit to operate an event space/banquet hall in
<br />Suite 36-37 of the shopping center at 3282 Academy Avenue in the
<br />General Mixed-Use (GMU) zoning district. The Future Land Use Map
<br />of the Build One Portsmouth Comprehensive Plan designates this
<br />property for commercial use. The property is owned by Midlantic
<br />Builders VA LLC. Planning Commission recommends approval with
<br />conditions.

<br />Applicant was not present.
<br />
<br />Motion by Mr. Moody, and seconded by Mr. Barnes, to defer Item 24-244a to the
<br />September 24, 2024, City Council meeting, and was adopted by the following vote:

<br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover
<br />Nays: None
<br />
<br />(b) UP-24-08 INNOVATION OVERLAY - Resolution granting the request of T.
<br />Majors for a Use Permit to operate an event space/banquet hall in
<br />a suite addressed as 507 Williamsburg Avenue within a building
<br />located at 1629 High Street in the Neighborhood Mixed Use (NMU)
<br />zoning district. The Future Land Use Map of the Build One
<br />Portsmouth Comprehensive Plan designates this property for
<br />commercial uses. The property is owned by T.W. Dana III. Planning
<br />Commission recommends approval with conditions.
<br />
<br />1. Taryn Majors, 124 Runaway Bay Drive, Virginia Beach, presented the application.
<br />
<br />2. JoAnn Clark, 4717 Thornwood Avenue, voiced her concern with the number of event
<br /> halls in the City.
<br />
<br />3. Deneene Majors, 5621 Parish Lane, spoke in support of this item.
<br />
<br />Motion by Mr. Barnes, and seconded by Ms. Lucas-Burke, to adopt the following
<br />resolution, and was adopted by the following vote:
