August 13, 2024 At a Called Meeting of the City Council on Tuesday, August 13, 2024, there were present: Mayor Shannon E. Glover, Vice Mayor Lisa L. Lucas-Burke, *Wiliam E. Moody, Jr., De’Andre A. Barnes, Mark A. Hugel, Vernon L. Tillage, Jr., City Manager Steven Carter, City Attorney Lavonda Graham-Williams. 24 - 219 - Mayor Glover called the meeting to order and welcomed all in attendance. "Please attend a called meeting of the City Council to be held in the City Council Chamber, 801 Crawford Street, 5:00 p.m., Tuesday, August 13, 2024, for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 24 - 220 - The following items were discussed in Public Work Session: 1. Pension Supplement Discussion - Trey Burke, Budget Manager  Councilman Moody asked for and received a consensus of City Council to have staff place an item on the September 10, 2024, agenda providing a $1500 stipend to the Portsmouth Supplemental Retirement System and the police and fire retirement systems.  Councilman Hugel asked for and received a consensus of City Council to add an item to the September 10, 2024, agenda that would include the stipend for the Portsmouth Supplemental Retirement System and the police and fire retirement systems as part of the budget process. 2. Cease Fire Victim’s Assistance - LaKesha Hicks, Commonwealth Attorney’s Office 3. NextGen Work Program - Shawn Avery, President, CEO / Christina Brooks, Senior Director, Community Initiatives 24 - 221 - Motion by Ms. Lucas-Burke, and seconded by Mr. Hugel, to go into a closed meeting: (A) pursuant to Virginia Code subsection 2.2-3711(A)(8) for the purpose of consultation with legal counsel employed or retained by the public body regarding specific legal matters requiring the provision of legal advice by such counsel, specifically regarding collective bargaining and the Southeastern Public Service Authority; and (B) pursuant to Virginia Code subsection 2.2-3711(A)(1) for the purpose of discussing appointments to Boards and Commissions. The motion to go into closed meeting was adopted by the following vote: Ayes: Barnes, Hugel, Lucas-Burke, Tillage, Glover Nays: None Motion Ms. Lucas-Burke, and seconded by Mr. Barnes, pursuant to Virginia Code Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge: 1. Only public business matters lawfully exempted from open meeting requirements under the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion by which the Closed Meeting was convened were heard, discussed, or considered in the closed meeting just concluded by the City Council.
