<br />August 13, 2024 <br /> <br />At a Called Meeting of the City Council on Tuesday, August 13, 2024, there were <br />present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor Lisa L. Lucas-Burke, *Wiliam E. Moody, Jr., <br />De’Andre A. Barnes, Mark A. Hugel, Vernon L. Tillage, Jr., City Manager Steven Carter, <br />City Attorney Lavonda Graham-Williams. <br /> <br />24 - 219 - Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> "Please attend a called meeting of the City Council to be held in the City Council <br />Chamber, 801 Crawford Street, 5:00 p.m., Tuesday, August 13, 2024, for the purpose of <br />a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />24 - 220 - The following items were discussed in Public Work Session: <br /> <br />1. Pension Supplement Discussion - Trey Burke, Budget Manager <br /> <br /> Councilman Moody asked for and received a consensus of City Council to have <br />staff place an item on the September 10, 2024, agenda providing a $1500 stipend <br />to the Portsmouth Supplemental Retirement System and the police and fire <br />retirement systems. <br /> <br /> Councilman Hugel asked for and received a consensus of City Council to add an <br />item to the September 10, 2024, agenda that would include the stipend for the <br />Portsmouth Supplemental Retirement System and the police and fire retirement <br />systems as part of the budget process. <br /> <br />2. Cease Fire Victim’s Assistance - LaKesha Hicks, Commonwealth Attorney’s Office <br /> <br />3. NextGen Work Program - Shawn Avery, President, CEO / Christina Brooks, Senior <br /> Director, Community Initiatives <br /> <br />24 - 221 - Motion by Ms. Lucas-Burke, and seconded by Mr. Hugel, to go into a closed <br />meeting: <br /> <br />(A) pursuant to Virginia Code subsection 2.2-3711(A)(8) for the purpose of <br />consultation with legal counsel employed or retained by the public body regarding specific <br />legal matters requiring the provision of legal advice by such counsel, specifically <br />regarding collective bargaining and the Southeastern Public Service Authority; and <br /> <br /> (B) pursuant to Virginia Code subsection 2.2-3711(A)(1) for the purpose of <br />discussing appointments to Boards and Commissions. <br /> <br />The motion to go into closed meeting was adopted by the following vote: <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Tillage, Glover <br />Nays: None <br /> <br />Motion Ms. Lucas-Burke, and seconded by Mr. Barnes, pursuant to Virginia Code <br />Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge: <br /> <br />1. Only public business matters lawfully exempted from open meeting requirements <br />under the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion by which the Closed <br />Meeting was convened were heard, discussed, or considered in the closed meeting <br />just concluded by the City Council. <br /> <br /> The motion was adopted by the following vote: <br /> <br /> <br /> <br /> <br /> <br />
