June 25, 2024 <br /> <br />Background: <br /> <br /> The Mounted Patrol provides security and valuable public relations work to various <br />events and functions within the city. <br /> <br /> <br /> The Unit provides high visibility patrols throughout the city and assists patrol <br />officers with their duties. <br /> <br />Discussion: <br /> <br /> The PPD is retiring one horse currently assigned to the mounted patrol unit, <br />“WARRIOR”. <br /> <br /> “Warrior” is medically unfit due to his age and medical condition for continued use <br />by the mounted patrol unit. <br /> <br /> Kelly Funkhouser, an active Portsmouth Police Department Sergeant who was <br />assigned to the Community Services Unit and a resident of Suffolk, has agreed/requested <br />to adopt the horse. <br /> <br /> The adopter agrees to abide by the Virginia Anti-Cruelty Laws, Animal Welfare <br />Laws 1992, and Code of Virginia §3.2-6570. <br /> <br />Financial Impact: <br /> <br /> There are no costs to the city for this adoption. <br /> <br /> The City will relinquish all responsibilities for the feeding, care, upkeep, overall <br />well-being and any liability related to this horse. <br /> <br />Recommended Action: <br /> <br /> Acceptance of the motion. <br /> <br />Motion by Mr. Hugel, and seconded by Ms. Lucas-Burke, to adopt a motion to retire <br />and permit Kelly Funkhouser to adopt a Portsmouth Police Department horse, “Warrior”, <br />and was adopted by the following vote: <br /> <br />Ayes: Hugel, Lucas-Burke, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />- New Business - <br /> <br />24 - 184 - Boards and Commissions <br /> <br />Vice Mayor Lucas-Burke offered the following nominations: <br /> <br />Behavioral Healthcare Services Advisory Board <br />Lorraine Schlichte to be appointed to a three year term ending June 30, 2027, replacing <br />Marie Sheperd. <br />Dakota Anderson to be reappointed to a three year term ending June 30, 2027. <br />Linda Cheek to be reappointed to a three year term ending June 30, 2027. <br />Jaqueline Elliott to be reappointed to a three year term ending June 30, 2027. <br />Angela Hollingsworth to be reappointed to a three year term ending June 30, 2027. <br />Eric Perryman to be reappointed to a three year term ending June 30, 2027. <br /> <br />Clean Community Commission <br />Valerie Parker to be reappointed to a three year term ending June 30, 2027. <br />Audrey Lassiter to be appointed to a three year term ending June 30, 2027, replacing <br />Joclyn Grigg. <br /> <br />Community Criminal Justice Board <br />James Edwards to be appointed to a three year term ending June 30, 2027, replacing <br />Marvin Waters. <br />Eike Daniel to be appointed to a three year term ending June 30, 2027, replacing Joyce <br />Weddle. <br />Shirley Edwards to be appointed to a three year term ending June 30, 2027, replacing <br />Tenisha Norvell. <br /> <br /> <br /> <br /> <br /> <br />
