<br /> <br />June 25, 2024 <br /> <br />At a Called Meeting of the City Council on Tuesday, June 25, 2024, there were <br />present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor Lisa L. Lucas-Burke, Dr. Mark M. Whitaker, Mark <br />A. Hugel, Vernon L. Tillage, Jr., City Manager Steven Carter, City Attorney Lavonda <br />Graham-Williams. <br /> <br />24 - 176 - Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> "Please attend a called meeting of the City Council to be held in the City Council <br />Chamber, 801 Crawford Street, 5:00 p.m., Tuesday, June 25, 2024, for the purpose of a <br />Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />24 - 177 - The following items were discussed in Public Work Session: <br /> <br />1. Cities United Presentation – Anthony Smith, Executive Director, Cities United <br /> <br />2. Honorary Street Naming Discussion – Dr. Rhonda Russell, Planning Director <br /> Councilman Tillage asked that the policy be changed to note any maintenance <br />˗ <br />fees for signs be incurred by the City. <br /> <br />3. Attorney Fees Reimbursement pursuant to VA Code Section 15.2-1711 – Johnita <br />Coston, Assistant City Attorney <br /> <br /> There was a consensus of City Council to place a resolution on the July 9, 2024, <br />City Council agenda authorizing the requested reimbursement. <br /> <br />4. City Council Liaison Reports <br /> Mayor Glover spoke on short term rentals and asked that City Council have a <br />˗ <br />discussion to implement a policy. <br /> <br />24 - 178 - Motion by Ms. Lucas-Burke, and seconded by Mr. Hugel, to go into a closed <br />meeting: <br /> <br /> (A) pursuant to Virginia Code subsection 2.2-3711(A)(7) for the purpose of a <br />briefing by staff members pertaining to actual or probable litigation, where such <br />consultation or briefing in open meeting would adversely affect the negotiating or litigating <br />posture of the public body, specifically regarding use value assessment pursuant to <br />Division 2 of Chapter 35 of the City Code and Elizabeth Manor Golf Course; and <br /> <br />(B) pursuant to Virginia Code subsection 2.2-3711(A)(1) for the purpose of <br />discussing appointments to Boards and Commissions. <br /> <br />The motion to go into closed meeting was adopted by the following vote: <br /> <br />Ayes: Hugel, Lucas-Burke, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />Motion Ms. Lucas-Burke, and seconded by Mr. Hugel, pursuant to Virginia Code <br />Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge: <br /> <br />1. Only public business matters lawfully exempted from open meeting requirements <br />under the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion by which the Closed <br />Meeting was convened were heard, discussed, or considered in the closed meeting <br />just concluded by the City Council. <br /> <br /> The motion was adopted by the following vote: <br /> <br /> <br /> <br /> <br />
