May 28, 2024 <br /> <br />24-145a <br />: <br /> <br />Motion by Mr. Moody, and seconded by Mr. Tillage, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE AUTHORIZING THE ISSUANCE AND SALE OF CITY OF <br />PORTSMOUTH, VIRGINIA, GENERAL OBLIGATION BONDS, TO INCLUDE NEW <br />MONEY BONDS IN AN ORIGINAL PRINCIPAL AMOUNT OF NOT TO EXCEED <br />$46,500,000 AND REFUNDING BONDS. <br />” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />24-145b: <br /> <br />Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE AMENDING THE FY 2024 CAPITAL IMPROVEMENT FUND BUDGET <br />BY: (1) INCREASING THE REVENUE SOURCE “GENERAL OBLIGATION BONDS” <br />IN THE AMOUNT OF $46,500,000; (2) INCREASING EXPENDITURES IN THE <br />CATEGORY “MUNICIPAL FACILITIES” BY THE SAME AMOUNT; AND (3) <br />APPROPRIATING $46,500,000 TO THE CITY JAIL (ELMHURST) PROJECT IN THE <br />MUNICIPAL FACILITIES CATEGORY OF SAID CAPITAL IMPROVEMENT FUND <br />BUDGET. <br />” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />24 - 146 - Adoption of an ordinance accepting additional IV-E Foster Care funding <br />in the amount of $1,500 from the Virginia Department of Social Services and <br />appropriating said amount in the FY 2024 Social Services Fund Budget for use by <br />DSS to pay foster care costs. <br /> <br />Background: <br /> <br /> Foster care is a temporary response to difficulties in the family situation, not a long- <br />term solution to family difficulties. <br /> <br /> Title IV-E pays for the cost of food, clothing, shelter, daily supervision, school <br />supplies, and a child’s personal incidentals. In addition, it can also pay for travel costs <br />and childcare. <br /> <br /> <br />Discussion: <br /> <br /> Portsmouth Social Services is requesting additional funding in the amount of <br /> <br />$1,500. <br /> <br /> Title IV-E case records must document initial and current eligibility as specified in <br /> <br />the Title IV-E Eligibility Manual. <br /> <br />Financial Impact: <br /> <br /> No local match is required as a condition of the funding. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will establish a budget line and make the appropriate budget adjustments. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Hugel, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
