<br />At a Called Meeting of the City Council on Tuesday, May 28, 2024, there were
<br />present:
<br />
<br />Mayor Shannon E. Glover, Vice Mayor Lisa L. Lucas-Burke, Wiliam E. Moody, Jr., *Dr.
<br />Mark M. Whitaker, *De’Andre A. Barnes, Mark A. Hugel, Vernon L. Tillage, Jr., Director
<br />of Human Resource Management Dr. Gregory M. Coleman, City Attorney Lavonda
<br />Graham-Williams.
<br />
<br />24 - 132 - Mayor Glover called the meeting to order and welcomed all in attendance.
<br />
<br /> "Please attend a called meeting of the City Council to be held in the City Council
<br />Chamber, 801 Crawford Street, 5:00 p.m., Tuesday, May 28, 2024, for the purpose of a
<br />Public Work Session.
<br />
<br /> In addition, you may consider a motion to go into a Closed Meeting.
<br />
<br />By order of the Mayor."
<br />
<br />24 - 133 - The following item was discussed in Public Work Session:
<br />
<br />1. SPSA Contract Discussion - Dennis Bagley, SPSA Executive Director
<br /> Councilman Hugel asked that the City Manager come back with information on
<br />˗
<br />how much the City is losing in revenue with the closer of Wheelabrator and if that
<br />was factored into the budget.
<br /> Councilman Moody asked that staff provide a copy of the recycling program.
<br />˗
<br /> Councilman Whitaker asked that the City Manager bring back information on when
<br />˗
<br />tipping fees started for recyclables.
<br />
<br />24 - 134 - Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, to go into a closed
<br />meeting pursuant to Virginia Code subsection 2.2-3711(A)(19) for the purpose of
<br />discussing reports or plans related to the security of any governmental facility, building or
<br />structure, or the safety of persons using such facility, building or structure, specifically
<br />regarding the City Jail.
<br />
<br />The motion to go into closed meeting was adopted by the following vote:
<br />
<br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover
<br />Nays: None
<br />
<br />Motion Ms. Lucas-Burke, and seconded by Mr. Tillage, pursuant to Virginia Code
<br />Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge:
<br />
<br />1. Only public business matters lawfully exempted from open meeting requirements
<br />under the Virginia Freedom of Information Act, and
<br />
<br />2. Only such public business matters as were identified in the motion by which the Closed
<br />Meeting was convened were heard, discussed, or considered in the closed meeting
<br />just concluded by the City Council.

<br /> The motion was adopted by the following vote:

<br />Nays: None
