<br />May 14, 2024 <br /> <br /> Section 10: The City Council of Portsmouth authorizes the Authority to amend its <br />bylaws, after the Jail is sold, to reduce the Board to five members, to include the City <br />Manager of each member jurisdiction, or their designated representative, to conduct the <br />business of the Authority during the winddown period. It also authorizes the Authority to <br /> <br />meet every two months during the winddown period.” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />- New Business - <br /> <br />24 - 125 - Boards and Commissions <br /> <br />Vice Mayor Lucas-Burke offered the following nominations: <br /> <br />Appointment of B’Onka Hill, Interim Director of Social Services <br />Tidewater Youth Services Commission <br />Community Policy & Management Team <br />Community Criminal Justice Board <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, to close nominations <br />and the above nominations were adopted by the following vote: <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />24 - 126 - Items Submitted by Council Members <br /> <br /> Mr. Barnes announced summer jobs program for youth. <br /> <br /> <br /> Dr. Whitaker voiced his concern with the elimination of dance and cheering squad <br /> <br />groups from the Memorial Day parade and asked for a consensus to overturn the <br />decision. <br /> <br /> <br /> <br /> Dr. Whitaker asked for and received a majority consensus of City Council to allow for <br />the inclusion of dance and cheering squad groups to participate in the Memorial Day <br />parade. <br /> <br /> Dr. Whitaker asked that the City Attorney’s Office review the rules set by the parade <br /> <br />committee to make sure they are legal and constitutional. <br /> <br /> Mr. Tillage spoke on the following: <br /> <br /> Mental Health Walk sponsored by Bon Secours. <br />˗ <br /> May being Mental Health Awareness Month. <br />˗ <br /> <br /> Mr. Moody inquired about penalty for motorist not having insurance. <br /> <br /> City Attorney Graham-Williams provided an update. <br />˗ <br /> <br /> Mr. Moody asked about the statue at Willet Hall. <br /> <br /> City Manager Carter will provide a report back regarding statue. <br />˗ <br /> <br /> Mr. Barnes asked City Manager Carter what can be done to improve the deteriorating <br /> <br />parking lots along George Washington Highway. <br /> City Manager Carter provided a response and will have staff go out to see if the <br />˗ <br />lots are in compliance with the code. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
