<br /> <br />May 14, 2024 <br /> <br />At a Called Meeting of the City Council on Tuesday, May 14, 2024, there were <br />present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor Lisa L. Lucas-Burke, *Wiliam E. Moody, Jr., Dr. <br />Mark M. Whitaker, De’Andre A. Barnes, Mark A. Hugel, Vernon L. Tillage, Jr., City <br />Manager Steven Carter, City Attorney Lavonda Graham-Williams. <br /> <br />24 - 119 - Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> " Please attend a called meeting of the City Council to be held in the City Council <br />Chamber, 801 Crawford Street, 5:00 p.m., Tuesday, May 14, 2024, for the purpose of a <br />Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />24 - 120 - The following items were discussed in Public Work Session: <br /> <br />1. Gaming Funds Allocations - Trey Burke, Budget Manager <br /> <br />2. Ring/Street Cameras Update - Chief Stephen Jenkins, Police Department <br /> Councilman Moody asked what the penalties were for motorist not having car <br />˗ <br />insurance. <br /> <br /> Chief Jenkins will provide that information. <br /> <br />3. Portsmouth’s In-Kind Contribution to the Southeastern Network Authority - Kelsey <br />Swieringa, Assistant City Attorney <br /> <br />4. City Council Salary Discussion - Jeff Miller, Deputy City Attorney <br /> There was a consensus of City Council to move forward with a public hearing <br /> <br />and ordinance for City Council consideration pertaining to City Council salary <br />increases. <br /> <br />24 - 121 - Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, to go into a closed <br />meeting pursuant to Virginia Code subsection 2.2-3711(A)(1) for the purpose of <br />discussing and considering the positions of City Assessor and City Auditor and the annual <br />evaluation of appointees. <br /> <br />The motion to go into closed meeting was adopted by the following vote: <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />Motion Ms. Lucas-Burke, and seconded by Mr. Moody, pursuant to Virginia Code <br />Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge: <br /> <br />1. Only public business matters lawfully exempted from open meeting requirements <br />under the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion by which the Closed <br />Meeting was convened were heard, discussed, or considered in the closed meeting <br />just concluded by the City Council. <br /> <br /> The motion was adopted by the following vote: <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br /> On motion, meeting adjourned. <br /> <br /> <br /> <br /> <br /> <br /> <br />
