May 14, 2024 At a Called Meeting of the City Council on Tuesday, May 14, 2024, there were present: Mayor Shannon E. Glover, Vice Mayor Lisa L. Lucas-Burke, *Wiliam E. Moody, Jr., Dr. Mark M. Whitaker, De’Andre A. Barnes, Mark A. Hugel, Vernon L. Tillage, Jr., City Manager Steven Carter, City Attorney Lavonda Graham-Williams. 24 - 119 - Mayor Glover called the meeting to order and welcomed all in attendance. " Please attend a called meeting of the City Council to be held in the City Council Chamber, 801 Crawford Street, 5:00 p.m., Tuesday, May 14, 2024, for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 24 - 120 - The following items were discussed in Public Work Session: 1. Gaming Funds Allocations - Trey Burke, Budget Manager 2. Ring/Street Cameras Update - Chief Stephen Jenkins, Police Department Councilman Moody asked what the penalties were for motorist not having car ˗ insurance.  Chief Jenkins will provide that information. 3. Portsmouth’s In-Kind Contribution to the Southeastern Network Authority - Kelsey Swieringa, Assistant City Attorney 4. City Council Salary Discussion - Jeff Miller, Deputy City Attorney There was a consensus of City Council to move forward with a public hearing  and ordinance for City Council consideration pertaining to City Council salary increases. 24 - 121 - Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, to go into a closed meeting pursuant to Virginia Code subsection 2.2-3711(A)(1) for the purpose of discussing and considering the positions of City Assessor and City Auditor and the annual evaluation of appointees. The motion to go into closed meeting was adopted by the following vote: Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover Nays: None Motion Ms. Lucas-Burke, and seconded by Mr. Moody, pursuant to Virginia Code Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge: 1. Only public business matters lawfully exempted from open meeting requirements under the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion by which the Closed Meeting was convened were heard, discussed, or considered in the closed meeting just concluded by the City Council. The motion was adopted by the following vote: Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover Nays: None On motion, meeting adjourned.
