<br />April 23, 2024 <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, to close nominations <br />and the above nominations were adopted by the following vote: <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Glover <br />Nays: None <br /> <br />24 - 113 - Items Submitted by Council Members <br /> <br /> <br /> Lisa Downey-Hood, President of the Portsmouth Alumni Chapter of Delta Sigma <br />Theta, spoke on Delta Day. <br /> <br /> Mr. Barnes asked for and received a consensus of City Council to fund 400 children <br /> <br />to participate in the Summer Rays Program at the cost of $115,600. <br /> <br /> Mr. Tillage spoke on the following: <br /> <br /> Great American Cleanup. He thanked City staff, Elvira Johnson-Williams, and <br />˗ <br />Rivers Casino for their help. <br /> Autism Awareness Month. <br />˗ <br /> National Bus Driver Day. <br />˗ <br /> <br /> Mayor Glover spoke on the importance of citizens participating in community events <br /> <br />and thanked all who are active in their community. <br /> <br /> Mr. Barnes asked that a report back be provided on the Youth Summer Jobs Program <br /> <br />to include: <br /> <br /> Staff needed to serve youth. <br />˗ <br /> What would be the market pay? <br />˗ <br /> Proposed age of participants would be from 16-21 years of age. <br />˗ <br /> <br />24 - 114 - Report on Pending Items <br /> <br /> <br /> A report on pending items had been provided to City Council. <br /> <br />24 - 115 - Non-Agenda Speakers <br /> <br />1. Blair Vernon, 4012 Cedar Lane, voiced her concern with noise and the Virgina <br />Employment Commission. She also suggested tennis courts be changed to pickleball <br />courts. <br /> <br /> Councilman Moody that staff check on the tennis courts to see if they are playable. <br /> <br />He also asked that Parks and Recreation look into turning some of the tennis courts <br />to pickleball courts. <br /> <br />2. Leon Hammonds, 809 Bouie Court, asked for a report on the gift cards that were <br /> bought with ARPA funds. <br /> <br />3. Sherman Tyler, 1812 Parker Avenue, voiced his concern with the increase in crime. <br /> <br />4. Dr. William Dodson, P. O. Box 3289, asked that more details be provided in the budget. <br />He also asked for access to the School Board budget. <br /> <br />5. Mike Fink, 4749 Rivershore Road, voiced his concern with statements made at a <br />previous meeting by a Councilmember. He also voiced his concern with a private <br />company being used to pump sewage. <br /> <br />6.
