<br />At a Regular Meeting of the City Council on Tuesday, April 09, 2024, there were
<br />present:
<br />
<br />Mayor Shannon E. Glover, Vice Mayor Lisa L. Lucas-Burke, Wiliam E. Moody, Jr., Dr.
<br />Mark M. Whitaker, De’Andre A. Barnes, Mark A. Hugel, Vernon L. Tillage, Jr., Interim City
<br />Manager Dr. L. Pettis Patton, City Attorney Lavonda Graham-Williams.

<br />Mayor Glover asked for a moment of silence which was followed by the Pledge of
<br />Allegiance to the Flag.
<br />
<br /> Mayor Glover called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Moody, and seconded by Mr. Tillage, to adopt the minutes of a
<br />Called Meeting of March 26, 2024, and of a Regular Meeting of March 26, 2024, and was
<br />adopted by the following vote:

<br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover
<br />Nays: None

<br />
<br />24 - 91Public hearing to solicit citizen comments on the Community Development
<br />
<br /> Block Grant (CDBG) Annual Action Plan.
<br />
<br />
<br /> Community Development Block Grant Presentation - Jeff Crimer, Senior Development
<br />Manager
<br /> Councilman Barnes asked that programs in Portsmouth receive the bulk of the
<br />˗
<br />CDBG funding and asked for a report back that reflects that.
<br /> Mayor Glover asked that the report back include information on the importance of
<br />˗
<br />funding the Children’s Harbor program and who they serve.
<br />
<br />1. Donna Biggs, 3104 Garland Drive, spoke in opposition to this item.
<br />
<br />2. William Britt, 5109 Moonlit Avenue, spoke in opposition to funding programs for the
<br /> homeless.
<br />
<br />3. Armando Grundy-Gomez, 6010 California Circle, MD, spoke on the importance of
<br /> transparency.
<br />
<br />4. Sherman Tyler, 1812 Parker Avenue, spoke in support of forming a budget advisory
<br /> board.
<br />
<br />5. Sheila Joseph, 139 Grand Street, spoke in support of forming a budget advisory
<br /> board.

<br />4. Sergio Neal, 1420 Elm Avenue, spoke on operating costs for City Council.

<br />5. Armando Grundy-Gomez, 6010 California Circle, MD, asked what the City was doing
<br /> to increase revenue.
<br />
<br />6. Andrew Abraham, 800 Crawford Street, asked that there be less generalities and more
<br /> information in the budget.
