<br />At a Regular Meeting of the City Council on Tuesday, March 26, 2024, there were
<br />present:
<br />
<br />Mayor Shannon E. Glover, Vice Mayor Lisa L. Lucas-Burke, Dr. Mark M. Whitaker,
<br />De’Andre A. Barnes, Mark A. Hugel, Vernon L. Tillage, Jr., Interim City Manager Dr. L.
<br />Pettis Patton, City Attorney Lavonda Graham-Williams.
<br />
<br />Mayor Glover asked for a moment of silence which was followed by the Pledge of
<br />Allegiance to the Flag.
<br />
<br /> Mayor Glover called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Ms. Lucas-Burke, and seconded by Mr. Tillage, to adopt the minutes of
<br />a Called Meeting of February 27, 2024, of a Regular Meeting of February 27, 2024, of a
<br />Called Meeting of March 4, 2024, of a Special Called Meeting of March 18, 2024, and of
<br />a Special Council Meeting of March 18, 2024, and was adopted by the following vote:
<br />
<br />Ayes: Barnes, Hugel, Lucas-Burke, Tillage, Whitaker, Glover
<br />Nays: None
<br />
<br />- Public Hearings -
<br />
<br />24 - 76 - Public hearings on use permit and innovation district plan applications:
<br />
<br />(a) UP-23-19 WESTHAVEN - Resolution granting the request of Joseph Pulley,
<br />with Arnhold Marketing Services, for a Use Permit to construct a
<br />three (3)-unit townhouse development on an approximately 0.22-
<br />acre parcel at 4423 King Street in the Urban Residential (UR) zoning
<br />district. The Future Land Use Map of the Build One Portsmouth
<br />Comprehensive Plan designates this property for low to medium
<br />density single-family residential uses. The property is owned by
<br />Arnhold Marketing Services. Planning Commission recommends
<br />approval with conditions.

<br />1. Joe Pulley, 3780 Shore Drive, Virginia Beach, presented the application.
<br />
<br />Motion by Mr. Barnes, and seconded by Ms. Lucas-Burke, to adopt the following
<br />resolution, and was adopted by the following vote:
<br />
<br />“RESOLUTION GRANTING A USE PERMIT (UP-23-19) TO ARNHOLD MARKETING
<br />SERVICES, INC. TO CONSTRUCT A TOWNHOUSE DEVELOPMENT HAVING NOT
<br />MORE THAN THREE UNITS AT 4423 KING STREET (TAX PARCEL 0308-0750).
<br />
<br />WHEREAS
<br /> , Arnhold Marketing Services, Inc., the owner of the subject property,
<br />has made application pursuant to Section 40.2-533 of the Code of the City of Portsmouth,
<br />Virginia for the granting of a use permit to construct a townhouse development having not
<br />more than three units at 4423 King Street (Tax Parcel 0308-0750); and
<br />
<br />WHEREAS
<br /> , the applicant and the Planning Director have done all things required
<br />to be done in connection with said application; and
<br />
<br />WHEREAS
<br /> , the Planning Commission has recommended the approval with
<br />conditions of the application for a use permit.
<br />
<br />NOW THEREFORE BE IT RESOLVED
<br /> by the Council of the City of Portsmouth,
<br />Virginia:
<br />
<br /> 1. That it has reviewed and considered the application materials, the City staff
<br />report, the proceedings and recommendation of the Planning Commission, all comments
<br />made at the public hearing, and the discussion of the Council regarding the application.
