February 27, 2024 <br /> <br />At a Regular Meeting of the City Council on Tuesday, February 27, 2024, there <br />were present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., Dr. <br />Mark M. Whitaker, Mark A. Hugel, Vernon L. Tillage, Jr., Interim City Manager Mimi C. <br />Terry, City Attorney Lavonda Graham-Williams. <br /> <br />Mayor Glover asked for a moment of silence which was followed by the Pledge of <br />Allegiance to the Flag. <br /> <br /> Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, of a Called Meeting of <br />February 13, 2024, and of a Regular Meeting of February 13, 2024, and was adopted by <br />the following vote: <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />- Presentation - <br /> <br /> <br /> Mayor Glove recognized Port Towne Magic. <br /> <br /> <br /> Presentation of a proclamation for Million Heart Month. <br /> <br />- City Manager’s Report - <br /> <br />24 - 52 - Adoption of an ordinance accepting an Installation and Resilience grant in <br />the amount of $563,204 from the Office of Local Defense Community Cooperation <br />and appropriating said funds in the FY 2024 Grants Fund for the purpose of <br />studying flooding in corridors identified by the Portsmouth-Chesapeake Joint Land <br />Use Study. <br /> <br />Background: <br /> <br /> The federal Office of Local Defense Community Cooperation (OLDCC) provides <br />opportunities for miliary communities to apply for funding to address infrastructure issues <br />that have a direct impact on military facilities. <br /> <br /> The Portsmouth-Chesapeake Joint Land Use Study (JLUS) identified localized <br />roadway flooding on several major roadways as areas of concern/interest impacting <br />access to military facilities. <br /> <br /> The City of Portsmouth applied for an Installation and Resilience grant from <br />OLDCC to study five key corridors identified in the JLUS: Effingham Street, George <br />Washington Highway, Victory Boulevard, Portsmouth Boulevard, and Frederick <br />Boulevard. <br /> <br />Discussion: <br /> <br /> <br /> This project will involve significant coordination with partners at the Navy. <br /> <br /> The study will identify and prioritize potential solutions at “hot spots” in these 5 <br />corridors. <br /> <br /> The location that is given the highest priority will be advanced to 30 percent design <br />as part of this project. <br /> <br /> The 30% design will used in a future grant funding application for construction of <br />the recommended improvements. <br /> <br />Financial Impact: <br /> <br /> <br /> <br />The grant award is $563,204. <br /> <br /> <br />The required local match for the grant funds is $56,320, which match has <br />previously been appropriated in the Planning Category of the FY 2024 General Fund <br />Budget. <br /> <br /> <br /> <br /> <br /> <br /> <br />
