<br />At a Called Meeting of the City Council on Tuesday, February 13, 2024, there were
<br />present:
<br />
<br />Mayor Shannon E. Glover, Vice Mayor Lisa L. Lucas-Burke, *William E. Moody, Jr., Dr.
<br />Mark M. Whitaker, *De’Andre A. Barnes, Mark A. Hugel, Vernon L. Tillage, Jr., Interim
<br />City Manager Mimi C. Terry, City Attorney Lavonda Graham-Williams.
<br />
<br />24 - 31 - Mayor Glover called the meeting to order and welcomed all in attendance.
<br />
<br /> "Please attend a called meeting of the City Council to be held in the City Council
<br />Chamber, 801 Crawford Street, 5:00 p.m., Tuesday, February 13, 2024, for the purpose
<br />of a Public Work Session.
<br />
<br /> In addition, you may consider a motion to go into a Closed Meeting.
<br />
<br />By order of the Mayor."
<br />
<br />24 - 32 - The following items were discussed in Public Work Session:
<br />
<br />1. Share the Air Presentation - Rachel Johnston, Virgina Foundation for Healthy Youth /
<br />Amber Brown, Manor High School / Haven Coe, Manor High School
<br />
<br />2. Budget Discussion - Trey Burke, Budget Officer
<br /> Councilman Moody asked that Interim City Manager Terry bring back information
<br />˗
<br />on the bulk ra
<br /> te in comparison to other cities in the region.
<br />˗
<br /> Councilman Moody asked for the current dollar amount for delinquent accounts.
<br />˗
<br />
<br />3. City Manager’s Report Overview - Mimi Terry, Interim City Manager
<br />
<br />
<br /> Juvenile Detention Center - Judge Griffin
<br /> There was a consensus of City Council to have Interim City Manager Terry begin
<br />˗
<br />the process of a feasibility study on the temporary use of the jail basement for
<br />juvenile delinquents.
<br />
<br />24 - 33 - Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, to go into a closed
<br />meeting pursuant to Virginia Code subsection 2.2-3711(A)(1) for the purpose of
<br />discussing appointments to Boards and Commissions.
<br />
<br />The motion to go into closed meeting was adopted by the following vote:
<br />
<br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover
<br />Nays: None
<br />
<br />Motion Ms. Lucas-Burke, and seconded by Mr. Hugel, pursuant to Virginia Code
<br />Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge:
<br />
<br />1. Only public business matters lawfully exempted from open meeting requirements
<br />under the Virginia Freedom of Information Act, and
<br />
<br />2. Only such public business matters as were identified in the motion by which the Closed
<br />Meeting was convened were heard, discussed, or considered in the closed meeting
<br />just concluded by the City Council.

<br /> The motion was adopted by the following vote:

<br />Nays: None
