January 23, 2024 <br /> <br />At a Regular Meeting of the City Council on Tuesday, January 23, 2024, there were <br />present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., Dr. <br />Mark M. Whitaker, De’Andre A. Barnes, Mark A. Hugel, Vernon L. Tillage, Jr., Interim City <br />Manager Mimi C. Terry, City Attorney Lavonda Graham-Williams. <br /> <br />Mayor Glover asked for a moment of silence which was followed by the Pledge of <br />Allegiance to the Flag. <br /> <br /> Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Hugel, and seconded by Ms. Lucas-Burke, to adopt the minutes of <br />a Special Called Meeting of December 11, 2023, of a Called Meeting of December 12, <br />2023, and of a Regular Meeting of December 12, 2023, and was adopted by the following <br />vote: <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />- Public Hearing - <br /> <br />24 - 07 Public hearing with respect to the adoption of a proposed ordinance <br />setting rates and terms for short-term dark fiber leases. The proposed <br />ordinance includes the following rate schedule: (1) regular rate: <br />$450/strand/mile/month; (2) bridge crossing rate: $900/strand/mile/month. <br /> <br />th <br />1. Rhoda Young, 1035 W. 25 Street, Norfolk, spoke in support of this item. <br /> <br />- City Manager’s Report - <br /> <br />24 - 08 - Adoption of an ordinance authorizing the City Manager to pay a one-time <br />bonus to part-time and grant employees of the Sheriff’s Office in the net amounts <br />of $2,000 and $6,500, respectively. <br /> <br />Background: <br /> <br /> By Ordinance 2023-89 adopted on October 10, 2023, City Council appropriated <br />$1,370,000 to the Sheriff’s Office section of the FY 2024 General Fund Budget for the <br />purpose of providing a one-time supplement to Sheriff’s Office employees. <br /> <br /> The supplement approved in October did not include part-time or grant employees <br />of the Sheriff’s Office. <br /> <br /> The Sheriff has therefore requested that Council authorize payment of a one-time <br />bonus to part-time and grant employees of his office. <br /> <br />Discussion: <br /> <br /> The one-time bonus would be in the net amount of $2,000 for part-time employees <br /> <br />and $6,500 for grant employees. <br /> <br /> The Sheriff has indicated that the total cost for providing the bonus will be <br /> <br />$199,345. <br /> <br /> No employee who received payment of the supplement authorized by Ordinance <br /> <br />2023-89 will be eligible for payment of the bonus authorized by this agenda item. <br /> <br />Financial Impact: <br /> <br /> <br /> The bonus will be funded through the re-classification of an equal amount of prior <br />salary funding for Sheriff’s Office employees from the General Fund to the Grants Fund. <br />No additional General Fund appropriation is required. <br /> <br />Recommended Action: <br /> <br /> <br /> <br /> Adoption of the ordinance. <br /> <br /> <br /> <br /> <br /> <br /> <br />
