<br />At a Called Meeting of the City Council on Tuesday, January 23, 2024, there were
<br />present:
<br />
<br />Mayor Shannon E. Glover, Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., *Dr.
<br />Mark M. Whitaker, De’Andre A. Barnes, Mark A. Hugel, Vernon L. Tillage, Jr., Interim City
<br />Manager Mimi C. Terry, City Attorney Lavonda Graham-Williams.
<br />
<br />24 - 04 - Mayor Glover called the meeting to order and welcomed all in attendance.
<br />
<br /> "Please attend a called meeting of the City Council to be held in the City Council
<br />Chamber, 801 Crawford Street, 5:00 p.m., Tuesday, January 23, 2024, for the purpose
<br />of a Public Work Session.
<br />
<br /> In addition, you may consider a motion to go into a Closed Meeting.
<br />
<br />By order of the Mayor."
<br />
<br />24 - 05 - The following items were discussed in Public Work Session:
<br />
<br />1. Budget Discussion - Mimi Terry, Interim City Manager / Trey Burke, Budget Manager
<br />
<br /> Councilman Moody asked that Interim City Manager Terry bring back information
<br />on revenue collected from fines for overweight trucks.
<br />
<br />2. School Zone Cameras - Sergeant Blankenship, Police Department
<br />
<br />3. City Manager’s Report Overview - Mimi Terry, Interim City Manager
<br />
<br />24 - 06 - Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, to go into a closed
<br />meeting:
<br />
<br /> (A) pursuant to Virginia Code subsection 2.2-3711(A)(8) for the purpose of
<br />consultation with legal counsel employed by the City regarding specific legal matters
<br />requiring the provision of legal advice by such counsel, specifically regarding collective
<br />bargaining and Virginia International Gateway; and
<br />
<br />(B) pursuant to Virginia Code subsection 2.2-3711(A)(1) for the purpose of
<br />discussing and considering prospective candidates for the positions of City Assessor.
<br />
<br />The motion to go into closed meeting was adopted by the following vote:
<br />
<br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover
<br />Nays: None
<br />
<br />Motion Ms. Lucas-Burke, and seconded by Dr. Whitaker, pursuant to Virginia Code
<br />Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge:
<br />
<br />1. Only public business matters lawfully exempted from open meeting requirements
<br />under the Virginia Freedom of Information Act, and
<br />
<br />2. Only such public business matters as were identified in the motion by which the Closed
<br />Meeting was convened were heard, discussed, or considered in the closed meeting
<br />just concluded by the City Council.

<br /> The motion was adopted by the following vote:

<br />Nays: None
