December 12, 2023 <br /> <br />At a Regular Meeting of the City Council on Tuesday, December 12, 2023, there <br />were present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., Dr. <br />Mark M. Whitaker, De’Andre A. Barnes, Mark A. Hugel, Vernon L. Tillage, Jr., Interim City <br />Manager Mimi C. Terry, City Attorney Lavonda Graham-Williams. <br /> <br />Mayor Glover asked for a moment of silence which was followed by the Pledge of <br />Allegiance to the Flag. <br /> <br /> Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Tillage, to adopt the minutes of a <br />Special Called Meeting of November 21, 2023, of a Called Meeting of November 28, <br />2023, and of a Regular Meeting of November 28, 2023, and was adopted by the following <br />vote: <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />- Presentation - <br /> <br /> <br /> Presentation of a proclamation to Wilma Horne. <br /> <br /> <br /> Recognition of Mr. Thomas, President of the Portsmouth Bruins Football Association <br />in Pop Warner Football, and the accomplishments of the football team. <br /> <br />- Public Hearings - <br /> <br />23 - 402 - Public hearings on use permit and code amendment applications: <br /> <br />(a) UP-23-13 MT HERMON - Resolution granting the request of Keystone <br />Investment Firm LLC for a Use Permit to develop a 7-unit multi-family <br />dwelling on the combined 0.449-acre parcels located at 2520 <br />Turnpike Road and 2527 Moton Street in the General Mixed-Use <br />(GMU) zoning district. The Future Land Use Map of the Build One <br />Portsmouth Comprehensive Plan designates this property for a <br />mixed-use corridor. The properties are owned by Keystone <br />Investment Firm LLC. Planning Commission recommends approval. <br /> <br />1. Mr. Costin, 5936 Village Street, presented the application. <br /> <br />2. Pamela Anstead, 1919 Atlanta Avenue, asked questions as to the number of units in <br /> the building. <br /> <br />Motion by Mr. Barnes, and seconded by Mr. Tillage, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“RESOLUTION GRANTING A USE PERMIT (UP-23-13) TO KEYSTONE INVESTMENT <br />FIRM, LLC TO DEVELOP A MULTI-FAMILY DWELLING HAVING NOT MORE THAN <br />SEVEN UNITS ON APPROXIMATELY 0.45 COMBINED ACRES LOCATED AT 2527 <br />MOTON STREET (TAX PARCEL 0183-0481) AND 2520 TURNPIKE ROAD (TAX <br />PARCEL 0183-0480). <br /> <br /> <br />WHEREAS <br /> , Keystone Investment Firm, LLC, the owner of the subject property, <br />has made application pursuant to Section 40.2-533 of the Code of the City of Portsmouth, <br />Virginia for the granting of a use permit to develop a multi-family dwelling having not more <br />than seven units on approximately 0.45 combined acres located at 2527 Moton Street <br />(Tax Parcel 0183-0481) and 2520 Turnpike Road (Tax Parcel 0183-0480); and <br /> <br />WHEREAS <br /> , the applicant and the Planning Director have done all things required <br />to be done in connection with said application; and <br /> <br /> <br /> <br /> <br />
