<br /> <br />December 12, 2023 <br /> <br />At a Called Meeting of the City Council on Tuesday, December 12, 2023, there <br />were present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., Dr. <br />Mark M. Whitaker, De’Andre A. Barnes, Mark A. Hugel, Vernon L. Tillage, Jr., Interim City <br />Manager Mimi C. Terry, City Attorney Lavonda Graham-Williams. <br /> <br />23 - 357 - Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> "Please attend a called meeting of the City Council to be held in the City Council <br />Chamber, 801 Crawford Street, 5:00 p.m., Tuesday, December 12, 2023, for the purpose <br />of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />23 - 358 - The following items were discussed in Public Work Session: <br /> <br />1. Innovation District - Brian Swets, Planning Administrator <br /> <br /> Councilman Whitaker asked that Interim City Manager Terry come back with a <br />plan on how to inform citizens that funding exists. <br /> <br />2. Tidewater Youth Services Commission - Jenny Hodge, Executive Director, Tidewater <br />Youth Services Commission <br /> <br /> Councilman Tillage asked that Interim City Manager Terry provide a report back <br />on what the updates are in regard to a plan to provide a juvenile detention facility <br />for violent offenders under the age of 18. <br /> <br />3. City Assessor - Janey Culpepper, Interim City Assessor <br /> <br /> Councilman Hugel asked for and received a consensus of City Council to have <br />Interim City Manager Terry identify funding in the current budget to cover the <br />$421,000 budget increase request by the Interim City Assessor. <br /> <br /> Councilman Whitaker asked for and received a majority consensus to have Interim <br />City Assessor Culpepper provide a report back on all abated property for the last <br />five years to include the following: <br /> Addresses. <br />˗ <br /> Owner. <br />˗ <br /> Amount of real estate tax that should have been charged. <br />˗ <br /> Amount abated. <br />˗ <br /> <br />23 - 359 - Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, to go into a closed <br />meeting: <br /> <br /> (A) pursuant to Virginia Code subsection 2.2-3711(A)(8) for the purpose of <br />consultation with legal counsel employed by the City regarding specific legal matters <br />requiring the provision of legal advice by such counsel, specifically regarding collective <br />bargaining; and <br /> <br />(B) pursuant to Virginia Code subsection 2.2-3711(A)(5) for the purpose of <br />discussing the expansion of an existing business or industry where no previous <br />announcement has been made of the business’ or industry’s interest in expanding its <br />facilities in the community. <br /> <br />The motion to go into closed meeting was adopted by the following vote: <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />Motion Ms. Lucas-Burke, and seconded by Mr. Moody, pursuant to Virginia Code <br />Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge: <br /> <br /> <br /> <br /> <br /> <br />
