November 28, 2023 <br /> <br />23 - 391 - Adoption of resolutions approving the 2024 State Legislative Initiatives <br />Package and the 2024 Federal Legislative Initiatives Package. <br /> <br /> (a) Adoption of a resolution endorsing the City’s 2024 General Assembly <br />Legislative Package. <br /> <br /> (b) Adoption of a resolution endorsing the City’s 2024 Federal <br />Legislative Package for the 118th Congress. <br /> <br />Background: <br /> <br /> Every Department within the City was provided an opportunity to identify issues for <br /> <br />inclusion in the 2024 State and Federal Legislative Initiatives Packages. <br /> <br /> All submissions were included in the draft Power-Point presentation presented to <br /> <br />City Council at its Public Work Session on Tuesday, October 24, 2023. <br /> <br /> Portsmouth City Council is scheduled to meet with the Portsmouth General <br />Assembly Delegation at a joint meeting on Tuesday, November 28, 2023, to discuss the <br />items in the City’s 2024 State Legislative Initiatives Package. <br /> <br /> Portsmouth City Council is set to formally adopt the 2024 State and Federal <br />Legislative Initiatives Packages at its regular City Council meeting on Tuesday, November <br />28, 2023. <br /> <br />Discussion: <br /> <br /> The items included in the 2024 State and Federal Legislative Initiatives Packages <br />were developed in conjunction with the Portsmouth City Council Legislative Committee. <br /> <br /> These items were then presented and vetted with the City Council members to <br />determine which items would remain and which would be eliminated. <br /> <br /> The items included in the State Legislative Initiatives Package were agreed upon <br />and will be submitted for introduction by members of the Portsmouth General Assembly <br />Delegation. <br /> <br /> The items for the 2024 Federal Legislative Package will be forwarded to the city’s <br />Congressional Delegation. <br /> <br /> These items will also be shared with our federal delegation during the annual visit <br />to Congress during the National League of Cities Congressional Conference in <br />Washington, D.C. <br /> <br /> Further interaction with our federal delegation throughout the year is conducted on <br />an as-needed basis. <br /> <br />Staff Recommendation: <br /> <br /> <br /> Approval and adoption of both resolutions. <br /> <br />23-291a: <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Tillage, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br /> Councilman Hugel asked for and received a consensus of City Council to have City <br /> <br />Attorney Graham-Williams investigate and determine if the city is eligible to request <br />payment in lieu of taxes from the federal government on behalf of federal property in <br />the city. <br /> <br />“RESOLUTION ENDORSING THE CITY’S 2024 GENERAL ASSEMBLY <br />LEGISLATIVE PACKAGE. <br /> <br /> WHEREAS, <br />the Virginia General Assembly deals with a broad range of issues that <br />affect local government both directly and indirectly; and <br /> <br />WHEREAS, <br /> the City of Portsmouth has certain concerns that deal with both <br />Portsmouth specifically and local governments in general; and <br /> <br /> WHEREAS, <br />these concerns need to be made known to Portsmouth's General <br />Assembly delegation so that they may be transmitted for consideration by the Legislature. <br /> <br /> <br /> <br /> <br />
