November 28, 2023 23 - 391 - Adoption of resolutions approving the 2024 State Legislative Initiatives Package and the 2024 Federal Legislative Initiatives Package. (a) Adoption of a resolution endorsing the City’s 2024 General Assembly Legislative Package. (b) Adoption of a resolution endorsing the City’s 2024 Federal Legislative Package for the 118th Congress. Background:  Every Department within the City was provided an opportunity to identify issues for inclusion in the 2024 State and Federal Legislative Initiatives Packages.  All submissions were included in the draft Power-Point presentation presented to City Council at its Public Work Session on Tuesday, October 24, 2023.  Portsmouth City Council is scheduled to meet with the Portsmouth General Assembly Delegation at a joint meeting on Tuesday, November 28, 2023, to discuss the items in the City’s 2024 State Legislative Initiatives Package.  Portsmouth City Council is set to formally adopt the 2024 State and Federal Legislative Initiatives Packages at its regular City Council meeting on Tuesday, November 28, 2023. Discussion:  The items included in the 2024 State and Federal Legislative Initiatives Packages were developed in conjunction with the Portsmouth City Council Legislative Committee.  These items were then presented and vetted with the City Council members to determine which items would remain and which would be eliminated.  The items included in the State Legislative Initiatives Package were agreed upon and will be submitted for introduction by members of the Portsmouth General Assembly Delegation.  The items for the 2024 Federal Legislative Package will be forwarded to the city’s Congressional Delegation.  These items will also be shared with our federal delegation during the annual visit to Congress during the National League of Cities Congressional Conference in Washington, D.C.  Further interaction with our federal delegation throughout the year is conducted on an as-needed basis. Staff Recommendation:  Approval and adoption of both resolutions. 23-291a: Motion by Ms. Lucas-Burke, and seconded by Mr. Tillage, to adopt the following resolution, and was adopted by the following vote: Councilman Hugel asked for and received a consensus of City Council to have City  Attorney Graham-Williams investigate and determine if the city is eligible to request payment in lieu of taxes from the federal government on behalf of federal property in the city. “RESOLUTION ENDORSING THE CITY’S 2024 GENERAL ASSEMBLY LEGISLATIVE PACKAGE. WHEREAS, the Virginia General Assembly deals with a broad range of issues that affect local government both directly and indirectly; and WHEREAS, the City of Portsmouth has certain concerns that deal with both Portsmouth specifically and local governments in general; and WHEREAS, these concerns need to be made known to Portsmouth's General Assembly delegation so that they may be transmitted for consideration by the Legislature.
