<br />23 - 357 - Mayor Glover called the meeting to order and welcomed all in attendance.
<br />
<br /> "Please attend a called meeting of the City Council to be held in the City Council
<br />Chamber, 801 Crawford Street, 4:00 p.m., Tuesday, November 14, 2023, for the purpose
<br />of a Public Work Session.
<br />
<br /> In addition, you may consider a motion to go into a Closed Meeting.

<br />Motion by Mr. Hugel, and seconded by Mr. Moody, to approve the request of a
<br />Certificate of Appropriateness to demolish an existing two-family dwelling located at 801
<br />Dinwiddie Street, and was adopted by the following vote:

<br />23 - 359 - Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, to go into a closed
<br />meeting:
<br />
<br /> (A) pursuant to Virginia Code subsection 2.2-3711 A.8 for the purpose of
<br />consultation with legal counsel employed or retained by the City regarding specific legal
<br />matters requiring the provision of legal advice by such counsel, specifically regarding
<br />collective bargaining; and
<br />
<br /> (B) pursuant to subsection 2.2-3711 A.6 for the purpose of discussing or
<br />considering the investment of public funds where competition or bargaining is involved,
<br />where, if made public initially, the financial interest of the governmental unit would be
<br />adversely affected, specifically regarding Hampton Roads Regional Jail; and
<br />
<br /> (C) pursuant to subsection 2.2-3711 A.7 for the purpose of consultation with legal
<br />counsel pertaining to actual litigation, where such consultation in open meeting would
<br />adversely affect the negotiating or litigating posture of the public body, specifically
<br />regarding Swinson v. City of Portsmouth, Portsmouth Circuit Court Case Number
<br />CL23000577-00.
