<br /> <br />November 14, 2023 <br /> <br />At a Called Meeting of the City Council on Tuesday, November 14, 2023, there <br />were present: <br /> <br />Mayor Shannon E. Glover, *Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., Dr. <br />Mark M. Whitaker, Mark A. Hugel, Vernon L. Tillage, Jr., Interim City Manager Mimi C. <br />Terry, City Attorney Lavonda Graham-Williams. <br /> <br />23 - 357 - Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> "Please attend a called meeting of the City Council to be held in the City Council <br />Chamber, 801 Crawford Street, 4:00 p.m., Tuesday, November 14, 2023, for the purpose <br />of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />23 - 358 - The following items were discussed in Public Work Session: <br /> <br />1. Downtown Design Commission - 801 Dinwiddie Street <br /> <br />Motion by Mr. Hugel, and seconded by Mr. Moody, to approve the request of a <br />Certificate of Appropriateness to demolish an existing two-family dwelling located at 801 <br />Dinwiddie Street, and was adopted by the following vote: <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />2. City Manager Report Overview - Mimi Terry, Interim City Manager <br /> <br />23 - 359 - Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, to go into a closed <br />meeting: <br /> <br /> (A) pursuant to Virginia Code subsection 2.2-3711 A.8 for the purpose of <br />consultation with legal counsel employed or retained by the City regarding specific legal <br />matters requiring the provision of legal advice by such counsel, specifically regarding <br />collective bargaining; and <br /> <br /> (B) pursuant to subsection 2.2-3711 A.6 for the purpose of discussing or <br />considering the investment of public funds where competition or bargaining is involved, <br />where, if made public initially, the financial interest of the governmental unit would be <br />adversely affected, specifically regarding Hampton Roads Regional Jail; and <br /> <br /> (C) pursuant to subsection 2.2-3711 A.7 for the purpose of consultation with legal <br />counsel pertaining to actual litigation, where such consultation in open meeting would <br />adversely affect the negotiating or litigating posture of the public body, specifically <br />regarding Swinson v.
