October 24, 2023 <br /> <br />- City Manager’s Report - <br /> <br />23 - 342 - Adoption of an ordinance accepting Summer Food Service Program grant <br />funding in the amount of $262,962.37 from the Virginia Department of Education <br />and appropriating said amount in the FY 2024 Grants Fund for use by the <br />Department of Parks & Recreation. <br /> <br /> <br />Background: <br /> <br /> The City of Portsmouth has received a grant through the Virginia Department of <br />Education (VDOE) from United States Department of Agriculture (USDA) for the Summer <br />Food Service Program (SFSP) for more than 39 years. The grant is administered by the <br />Department of Parks & Recreation. <br /> <br /> The program provides meals during the summer months when children are out of <br />school, and therefore the free and reduced school lunch program is not available. <br /> <br /> The Department of Parks& Recreation partnered with Portsmouth Public Schools <br />Food Services Division to provide the meals for the above-mentioned period. <br /> <br />Discussion: <br /> <br /> The USDA Summer Food Service Program for 2023 included 39 sites consisting <br />of Recreation Summer RAYS, Faith-based sites, School sites, and private locations. <br /> <br /> The program served roughly 40,000 breakfasts, 42,000 lunches and 3,000 <br />suppers. <br /> <br />Financial Impact: <br /> <br /> <br /> There is no City cash match required. The grant is a total reimbursement grant <br />based on the number of meals served according to the SFSP guidelines. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budget adjustments. <br /> <br /> The reimbursement grant funds should be received by December 31, 2023 <br /> <br />Motion by Mr. Barnes, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING SUMMER FOOD SERVICE PROGRAM GRANT FUNDING <br />IN THE AMOUNT OF $262,962.37 FROM THE VIRGINIA DEPARTMENT OF <br />EDUCATION AND APPROPRIATING SAID AMOUNT IN THE FY 2024 GRANTS FUND <br />FOR USE BY THE DEPARTMENT OF PARKS & RECREATION.” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />23 - 343 - Adoption of an ordinance accepting with appreciation a donation in the <br />amount of $3,000 from Safety Town and appropriating said amount in the Police <br />Department category of the FY 2024 General Fund Budget for use by the Police <br />Department for its 150th Anniversary event. <br /> <br /> <br />Background: <br /> <br />th <br /> The Portsmouth Police Department is celebrating its 150 year anniversary this <br />year, 2023. <br /> <br /> To celebrate this occasion food, supplies, and rental equipment are needed. <br /> <br />Discussion: <br /> <br /> The Police Department received a $3,000 donation from Safety Town. <br /> <br />th <br /> The donated funds are being utilized for the Police Department’s 150 Anniversary <br />event. <br /> <br /> The donation will be used for the purchase of food, supplies, and equipment during <br />this event. <br /> <br /> <br /> <br /> <br />
