<br /> <br />October 24, 2023 <br /> <br />At a Called Meeting of the City Council on Tuesday, October 24, 2023, there were <br />present: <br /> <br />Mayor Shannon E. Glover, *Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., *Dr. <br />Mark M. Whitaker, De’Andre A. Barnes, Mark A. Hugel, Vernon L. Tillage, Jr., Interim City <br />Manager Mimi C. Terry, City Attorney Lavonda Graham-Williams. <br /> <br />23 - 339 - Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> "Please attend a called meeting of the City Council to be held in the City Council <br />Chamber, 801 Crawford Street, 5:00 p.m., Tuesday, October 24, 2023, for the purpose <br />of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />23 - 340 - The following items were discussed in Public Work Session: <br /> <br />1. Collective Bargaining Discussion Part 1 - Kristina Vaquera, Esq. / Milena Radovic, <br />Esq., Jackson Lewis Law Group <br /> <br />2. 2024 Potential State and Federal Legislative Initiatives - Sherri Neil, <br />Intergovernmental Affairs Manager <br /> <br />3. Trash and Bulk Pickup - Mimi Terry, Interim City Manager <br /> Councilman Tillage asked what the city was doing to protect the grounds and <br />˗ <br />wetlands near dumping sites. <br /> <br /> Interim City Manager Terry will provide a report back. <br /> <br />4. City Manager Report Overview - Mimi Terry, Interim City Manager <br /> <br />5. City Council Liaison Reports <br /> <br />23 - 341 - Motion by Ms. Lucas-Burke, and seconded by Mr. Hugel, to go into a closed <br />meeting: <br /> <br /> (A) pursuant to Virginia Code subsection 2.2-3711(A)(8) for the purpose of <br />consultation with legal counsel employed or retained by the City regarding specific legal <br />matters requiring the provision of legal advice by such counsel, specifically regarding New <br />Port and collective bargaining; and <br /> <br /> (B) pursuant to Virginia Code subsection 2.2-3711(A)(6) for the purpose of <br />discussing and considering the investment of public funds where competition or <br />bargaining is involved, where, if made public initially, the financial interest of the <br />governmental unit would be adversely affected, specifically regarding the Hampton Roads <br />Regional Jail. <br /> <br /> The motion to go into closed meeting was adopted by the following vote: <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />Motion Ms. Lucas-Burke, and seconded by Mr. Moody, pursuant to Virginia Code <br />Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge: <br /> <br />1. Only public business matters lawfully exempted from open meeting requirements <br />under the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion by which the Closed <br />Meeting was convened were heard, discussed, or considered in the closed meeting <br />just concluded by the City Council. <br /> <br /> <br /> <br /> <br />
