October 24, 2023 At a Called Meeting of the City Council on Tuesday, October 24, 2023, there were present: Mayor Shannon E. Glover, *Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., *Dr. Mark M. Whitaker, De’Andre A. Barnes, Mark A. Hugel, Vernon L. Tillage, Jr., Interim City Manager Mimi C. Terry, City Attorney Lavonda Graham-Williams. 23 - 339 - Mayor Glover called the meeting to order and welcomed all in attendance. "Please attend a called meeting of the City Council to be held in the City Council Chamber, 801 Crawford Street, 5:00 p.m., Tuesday, October 24, 2023, for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 23 - 340 - The following items were discussed in Public Work Session: 1. Collective Bargaining Discussion Part 1 - Kristina Vaquera, Esq. / Milena Radovic, Esq., Jackson Lewis Law Group 2. 2024 Potential State and Federal Legislative Initiatives - Sherri Neil, Intergovernmental Affairs Manager 3. Trash and Bulk Pickup - Mimi Terry, Interim City Manager Councilman Tillage asked what the city was doing to protect the grounds and ˗ wetlands near dumping sites.  Interim City Manager Terry will provide a report back. 4. City Manager Report Overview - Mimi Terry, Interim City Manager 5. City Council Liaison Reports 23 - 341 - Motion by Ms. Lucas-Burke, and seconded by Mr. Hugel, to go into a closed meeting: (A) pursuant to Virginia Code subsection 2.2-3711(A)(8) for the purpose of consultation with legal counsel employed or retained by the City regarding specific legal matters requiring the provision of legal advice by such counsel, specifically regarding New Port and collective bargaining; and (B) pursuant to Virginia Code subsection 2.2-3711(A)(6) for the purpose of discussing and considering the investment of public funds where competition or bargaining is involved, where, if made public initially, the financial interest of the governmental unit would be adversely affected, specifically regarding the Hampton Roads Regional Jail. The motion to go into closed meeting was adopted by the following vote: Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover Nays: None Motion Ms. Lucas-Burke, and seconded by Mr. Moody, pursuant to Virginia Code Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge: 1. Only public business matters lawfully exempted from open meeting requirements under the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion by which the Closed Meeting was convened were heard, discussed, or considered in the closed meeting just concluded by the City Council.
