October 10, 2023 <br /> <br />At a Regular Meeting of the City Council on Tuesday, October 10, 2023, there were <br />present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., Dr. <br />Mark M. Whitaker, De’Andre A. Barnes, Mark A. Hugel, Vernon L. Tillage, Jr., Interim City <br />Manager Mimi C. Terry, City Attorney Lavonda Graham-Williams. <br /> <br />Mayor Glover asked for a moment of silence which was followed by the Pledge of <br />Allegiance to the Flag. <br /> <br /> Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Hugel, to adopt the minutes of a Called <br />Meeting of September 26, 2023, and of a Regular Meeting of September 26, 2023, and <br />was adopted by the following vote: <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />- Public Hearings - <br /> <br />23 - 318 - Public hearing on use permit applications: <br /> <br />(a) UP-23-10 DOWNTOWN - Resolution granting the request of Dr. Angela D. <br />Reddix for a Use Permit to operate an event space/banquet hall and <br />entertainment establishment on the approximately 0.26-acre parcel <br />located at 340 High Street in the Downtown D1 T-5 zoning sub- <br />district and the Downtown Design District overlay. The Future Land <br />Use Map of the Build One Portsmouth Comprehensive Plan <br />designates this property for mixed-use downtown type land uses. <br />The property is owned by OMD Enterprise LLC (Angela D. Reddix, <br />Manager). Planning Commission recommends approval with <br />conditions. <br /> <br />1. Robert Barclay, 200 High Street, presented the application. <br /> <br />2. JoAnn Clarke, 4717 Thornwood Drive, spoke in opposition to this item. <br /> <br />Motion by Dr. Whitaker, and seconded by Ms. Lucas-Burke, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION GRANTING A USE PERMIT (UP-23-10) TO OMD ENTERPRISE, LLC <br />TO OPERATE AN EVENT SPACE/BANQUET HALL AND ENTERTAINMENT <br />ESTABLISHMENT AT 340 HIGH STREET (TAX PARCEL 0006-0910). <br /> <br /> <br />WHEREAS <br /> , OMD Enterprise, LLC (the owner of the subject property) has made <br />application pursuant to Section 40.2-533 of the Code of the City of Portsmouth, Virginia <br />for the granting of a use permit to operate an event space/banquet hall and entertainment <br />establishment at 340 High Street (Tax Parcel 0006-0910); and <br /> <br />WHEREAS <br /> , the applicant and the Planning Director have done all things required <br />to be done in connection with said application; and <br /> <br />WHEREAS <br /> , the Planning Commission has recommended the approval with <br />conditions of the application for a use permit. <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia: <br /> <br /> 1. That it has reviewed and considered the application materials, the City staff <br />report, the proceedings and recommendation of the Planning Commission, all comments <br />made at the public hearing, and the discussion of the Council regarding the application. <br /> <br /> <br /> <br /> <br />
