<br />October 10, 2023 <br /> <br /> Mr. Tillage asked for and received a consensus of City Council to allow for the <br /> <br />National Coordinator for Collective Bargaining and State Initiatives from the <br />International Association of Fire Fighters to come before City Council at a Public <br />Work Session to present the pros and cons of collective bargaining. <br /> <br /> Mr. Hugel informed citizens and City Council of World Mental Health Day. <br /> <br /> <br /> Vice Mayor Lucas-Burke asked for closed session on the following: <br /> <br /> Any pending legal matters the city is facing. <br />˗ <br /> Lumos and possible issues with city. <br />˗ <br /> <br /> Mr. Barnes asked for and received a majority consensus of City Council to have <br /> <br />Interim City Manager Terry get with staff and department heads to provide crime <br />plans as it pertains to their department. <br /> <br /> Mr. Barnes asked that there be a joint meeting with the Economic Development <br /> <br />Authority and Portsmouth Redevelopment and Housing Authority to discuss City <br />Council’s vision for downtown. <br /> <br /> Dr. Whitaker asked for an update on the gift card distribution and what qualifications <br /> <br />were used to distribute to teachers. <br /> <br /> Vice Mayor provided an update on the upcoming Hampton Roads Regional Jail <br /> <br />meeting. <br /> <br /> Mayor Glover informed citizens and City Council that October was Domestic <br /> <br />Violence Awareness Month and Breast Cancer Awareness Month. <br /> <br />23 - 331 - Report on Pending Items <br /> <br /> <br /> There were no pending items. <br /> <br />23 - 332 - Non-Agenda Speakers <br /> <br />1. Mark Geduldig-Yatrofsky, P. O. Box 50141, voiced his concern with the changes in <br />the bulk trash pickup. <br /> <br /> Interim City Manager Terry will present changes in waste management at an <br />upcoming Public Work Session. <br /> <br />2. JoAnn Clarke, 4717 Thornwood Steet, voiced her concern with the Comprehensive <br />Plan. <br /> <br />3. Sherman Tyler, 1812 Parker Avenue, thanked Councilman Whitaker for speaking up <br />for citizen’s rights. <br /> <br />4. William Dodson, 801 Mimosa Road, voiced his concern with what he believes is a <br />lack of vision and goals by City Council. <br /> <br />5. Sheila Joseph, 139 Grand Street, voiced her concern with Hampton Roads <br />Sanitation District testing. <br /> <br /> Councilman Moody asked that someone from staff speak to Ms. Joseph about sewer <br /> <br />issues and do a site visit. <br /> <br />6.
