October 10, 2023 <br /> <br /> <br /> The money will be transferred from the Public Utility fund to the Portsmouth <br />Sheriff’s Office section of the General Fund budget. <br /> <br /> The City Manager and Sheriff are working with the City Attorney on a <br />Memorandum of Understanding. <br /> <br />Financial Impact: <br /> <br /> <br /> The FY 2024 Public Utility Fund and General Fund Budgets will increase by <br />$1,370,000. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will complete the necessary budget transfers and provide <br />the supplement on or about November 20, 2023. <br /> <br />1. Mark Geduldig-Yatrofsky, P. O. Box 50141, spoke in opposition to drawing funds from <br />the Public Utilities Fund. <br /> <br />2. Donna Biggs, 3104 Garland Drive, spoke in opposition to this item. <br /> <br />Motion by Mr. Hugel, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE APPROPRIATING PUBLIC UTILITY FUND BALANCE IN THE <br />AMOUNT OF $1,370,000 TO THE FY 2024 PUBLIC UTILITY FUND BUDGET AND <br />TRANSFERRING SAID AMOUNT TO THE SHERIFF’S OFFICE SECTION OF THE FY <br />2024 GENERAL FUND BUDGET FOR THE PAYMENT OF ONE-TIME PERSONNEL <br />SUPPLEMENTS.” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />23 - 322 - Adoption of an ordinance accepting Developmental Disability Residential <br />Support funds in the amount of $871 from the Virginia Department of Behavioral <br />Health and Developmental Services and appropriating said amount in the FY 2024 <br />Behavioral Healthcare Service Fund for maintaining support and services for <br />individuals diagnosed with an intellectual or developmental disability. <br /> <br />Background: <br /> <br /> The Developmental Disability Residential Support funds are allocated to assist with <br />maintaining support and services for individuals diagnosed with an intellectual and/or <br />developmental disability. <br /> <br />Discussion: <br /> <br /> The Virginia Department of Behavioral Health and Developmental Services <br />awarded $871 of one-time funding for residential support. These funds will be utilized at <br />a customized rate intended to help in facilitating support for individuals diagnosed with an <br />intellectual or developmental disability. <br /> <br />Financial Impact: <br /> <br /> <br /> No local match is required as a condition of the funding. <br /> <br />Recommended Action: <br /> <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> <br /> The Finance Department will make the necessary budget adjustments. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Barnes, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> <br /> <br /> <br />
