October 10, 2023 <br /> <br />- Unfinished Business - <br /> <br />23-306 (b) Adoption of an ordinance to amend and reordain Chapter 2 <br />(Administration) of the Code of the City of Portsmouth, Virginia by adding a <br />new Article XIX regarding the Portsmouth Community Broadband Network <br />Authority. Deferred from the September 26, 2023, City Council meeting. <br /> <br />Motion by Dr. Whitaker, and seconded by Mr. Tillage, to defer Item 23-306 to the <br />December 12, 2023, City Council Meeting, and was adopted by the following vote: <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />- City Manager’s Report - <br /> <br />23 - 319 - Adoption of an ordinance accepting Aid-To-Localities funding in the <br />amount of $440,858 from the Virginia Department of Fire Programs and <br />appropriating said amount to the FY 2024 Grants Fund for use by the Department <br />of Fire, Rescue and Emergency Services for training, equipment, community <br />programs, and other eligible uses. <br /> <br />Background: <br /> <br /> The Virginia Department of Fire Programs has been providing entitlement funds to <br />localities for more than twenty years for use by Suppression personnel. <br /> <br /> Aid-To-Localities funding assists Virginia cities, towns and counties by providing <br />funds to pay for training, construction of training centers, firefighter’s equipment, <br />protective clothing and more. <br /> <br /> ATL allocations are calculated based upon the most current U.S. Population <br />Census, which was conducted in 2020. <br /> <br />Discussion: <br /> <br /> The City of Portsmouth must complete and submit an Annual Report to the Virginia <br />Department of Fire Programs\\VDFP detailing the use of funds and identifying any <br />carryover funds for the year. <br /> <br /> PFRES will utilize the said funds for community fire safety education programs, <br />cancer prevention initiatives, firefighter training, firefighting equipment and protective <br />clothing. <br /> <br />Financial impact: <br /> <br /> This program does not require a local cash match and\\or In-Kind services. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will assign the budget code. <br /> <br /> To proceed with the usage of funds per the guidelines for the Suppression <br />personnel of PFRES. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING AID-TO-LOCALITIES FUNDING IN THE AMOUNT OF <br />$440,858 FROM THE VIRGINIA DEPARTMENT OF FIRE PROGRAMS AND <br />APPROPRIATING SAID AMOUNT TO THE FY 2024 GRANTS FUND FOR USE BY <br />THE DEPARTMENT OF FIRE, RESCUE AND EMERGENCY SERVICES FOR <br />TRAINING, EQUIPMENT, COMMUNITY PROGRAMS, AND OTHER ELIGIBLE USES.” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br /> <br /> <br /> <br /> <br />
