September 26, 2023 <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the appropriate budget adjustments. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Hugel, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING FUNDING FROM THE VIRGINIA DEPARTMENT OF <br />SOCIAL SERVICES IN THE AMOUNT OF $1,800 AND APPROPRIATING SAID <br />AMOUNT IN THE FY 2024 SOCIAL SERVICES FUND FOR THE FAMILY <br />PARTNERSHIP MEETING INCENTIVE PROGRAM.” <br /> <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />23 - 305 - Adoption of an ordinance accepting Projects for Assistance in Transition <br />from Homelessness (PATH) funding in the amount of $3,713 from the Virginia <br />Department of Behavioral Health and Developmental Services and appropriating <br />said amount in the FY 2024 Behavioral Healthcare Service Fund for training, travel, <br />and outreach services. <br /> <br />Background: <br /> <br /> The PATH program provides community outreach, mental health, substance use, <br />case management, and other supportive services to our homeless citizens. <br /> <br />Discussion: <br /> <br /> On August 14, 2023, the Virginia Department of Behavioral Health and <br />Developmental Services awarded $3,713 of one-time funding for training, travel, and <br /> <br />outreach services associated with the PATH Program. <br /> <br />Financial Impact: <br /> <br /> <br /> No local match is required as a condition of the funding. <br /> <br />Recommended Action: <br /> <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> <br /> The Finance Department will make the necessary budget adjustments. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Hugel, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING PROJECTS FOR ASSISTANCE IN TRANSITION FROM <br />HOMELESSNESS FUNDING IN THE AMOUNT OF $3,713 FROM THE VIRGINIA <br />DEPARTMENT OF BEHAVIORAL HEALTH AND DEVELOPMENTAL SERVICES AND <br />APPROPRIATING SAID FUNDS IN THE FY 2024 BEHAVIORAL HEALTHCARE <br />SERVICE FUND FOR TRAINING, TRAVEL AND OUTREACH SERVICES.” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />23 - 306 - a) Adoption of a resolution to amend the Articles of Incorporation of the <br />Portsmouth Community Broadband Network Authority. <br /> <br />b) Adoption of an ordinance to amend and reordain Chapter 2 (Administration) <br />of the Code of the City of Portsmouth, Virginia by adding a new Article XIX <br />regarding the Portsmouth Community Broadband Network Authority. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
