<br />September 26, 2023 <br /> <br /> <br /> Mr. Barnes asked for and received a consensus of City Council to start the process <br />for filling the position of City Assessor as outlined in an email sent by City Clerk <br />Debra White. <br /> <br /> Mr. Tillage asked City Attorney Graham-Wiliams for the date in which the <br /> <br />presentation regarding Collective Bargaining would come before City Council. <br /> City Attorney Graham-Williams provided an update. <br />˗ <br /> <br />23 - 310 - Report on Pending Items <br /> <br /> <br /> There were no pending items. <br /> <br />23 - 311 - Non-Agenda Speakers <br /> <br />1. William Britt, 5109 Moonlit Avenue, voiced his concern with crime in the City. <br /> <br />2. Sherman Tyler, 1812 Parker Avenue, spoke on the lack of trust citizens have with the <br />police department. <br /> <br />3. Maurice Wilson, 527 High Street, voiced his concern with what he believes is an illegal <br />search and seizure. <br /> <br />4. JoAnn Clarke, 4717 Thornwood Street, voiced her concern with the decorum of City <br />Council and offered suggestions on how City Council can do better. <br /> <br />5. Tony Goodwin, 38 Linden Avenue, asked that City Council expand and place safe <br />zone signs wherever there are children present. <br /> <br />6. Sergio Neal, 1420 Elm Avenue, provided feedback on a presentation given by Police <br />Chief Jenkins. <br /> <br />7. Mark Geduldig-Yatrofsky, P. O. Box 50141, suggested that City Council and citizens <br />use their voice to get State and Federal Legislators to provide resources that would <br />improve the quality of life for citizens. <br /> <br />8. Donna Biggs, 3104 Garland Road, voiced her concern with the City Manager’s <br />Organizational Chart. <br /> <br />9. Wayne Wright, 230 Goldenstar Lane, asked what the plan was for the New Port <br />Community. <br /> Councilman Moody asked City Attorney Graham-Williams to come back to City <br />˗ <br />Council with information as to why the build out of New Port is not completed and <br />the plan to get the development completed. <br /> <br /> City Attorney Graham-Williams will provide an update during a closed session. <br /> <br />10. Merle Rutledge, 1415 Jackson Avenue, Chesapeake, voiced his concern with <br />Governor Youngkin’s school policy. <br /> <br /> Councilman Barnes asked that the benches in the lobby be replaced with higher <br /> <br />benches making it easier for citizens to get up. <br /> <br />11. Erika Nestler, 13 Dinwiddie Avenue, voiced her concern with discontinued trash <br /> pick up in alleys. <br /> Councilman Moody asked that the policy change be delayed so that information <br />˗ <br />can be provided to citizens that have been impacted. <br /> <br />12. Nicole McGill, 3701 Princess Anne Road, Norfolk, spoke on the WIN (Wellness <br /> Intervention of Norfolk) Center a non-profit organization established in Norfolk.
