<br />At a Special Called Meeting of the City Council on Tuesday, September 19, 2023,
<br />there were present:
<br />
<br />Mayor Shannon E. Glover, Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., Dr.
<br />Mark M. Whitaker, De’Andre A. Barnes, Mark A. Hugel, Vernon L. Tillage, Jr., Interim City
<br />Manager Mimi C. Terry, City Attorney Lavonda Graham-Williams.
<br />
<br />23 - 291 - Mayor Glover called the meeting to order and welcomed all in attendance.
<br />
<br /> "Please attend a special called meeting of the City Council to be held in the City
<br />Council Chamber, 801 Crawford Street, 5:00p.m., Tuesday, September 19, 2023, for the
<br />purpose of a Public Work Session.
<br />
<br />By order of the Mayor."
<br />
<br />23 - 292 – The following item was discussed in Public Work Session:
<br />
<br />1. Update on Crime – Police Chief Stephen Jenkins
<br />
<br />
<br /> Mr. Tillage asked for consensus to add an item to the September 26, 2023, Regular
<br />Meeting Agenda to vote on the creation of a taskforce for crime and gun violence
<br />reduction.
<br />
<br />
<br /> Mr. Tillage raised a point of order that the Chair recognize the consensus he
<br />requested.
<br />
<br />
<br /> Mayor Glover ruled that the point of order raised by Councilman Tillage would not
<br />be recognized.
<br />
<br />
<br /> Dr. Whitaker appealed the ruling of the Chair, and the ruling of the Chair was
<br />overturned by the following vote:
<br />
<br />Ayes: Barnes, Lucas-Burke, Hugel, Tillage, Whitaker
<br />Nays: Moody, Glover
<br />
<br />
<br /> There was general discussion and Mr. Tillage restated his consensus to add an
<br />item to the September 26, 2023, Regular Meeting Agenda to vote on the creation
<br />of a taskforce for crime and gun violence reduction, and that he will work with the
<br />City Attorney’s Office and the City Clerk’s Office to draft the language that will be
<br />presented to Council prior to said meeting, and was adopted by the following vote:

<br />Ayes: Barnes, Lucas-Burke, Hugel, Moody, Tillage, Whitaker, Glover
<br />Nays: None
<br />
<br />23 - 293 - Motion by Ms. Lucas-Burke, and seconded by Mr. Tillage, to go into a closed
<br />meeting pursuant to Virginia Code subsections 2.2-3711 A.1 and A.29 for the purposes
<br />of discussing and considering the process for filling the position of City Manager and
<br />discussing the award of a public contract involving the expenditure of public funds to an
<br />executive search firm, where discussion in an open session would adversely affect the
<br />bargaining position or negotiating strategy of the public body.

<br /> The motion to go into closed meeting was adopted by the following vote:

<br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover
<br />Nays: None
