<br /> <br />September 12, 2023 <br /> <br />At a Called Meeting of the City Council on Tuesday, September 12, 2023, there <br />were present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., Dr. <br />Mark M. Whitaker, De’Andre A. Barnes, Mark A. Hugel, Vernon L. Tillage, Jr., Interim City <br />Manager Mimi C. Terry, City Attorney Lavonda Graham-Williams. <br /> <br />23 - 275 - Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> "Please attend a called meeting of the City Council to be held in the City Council <br />Chamber, 801 Crawford Street, 5:00 p.m., Tuesday, September 12, 2023, for the purpose <br />of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />23 - 276 - The following items were discussed in Public Work Session: <br /> <br />1. Economic Development in Portsmouth - Brian Donohue, Economic Development <br />Director <br /> Councilman Tillage requested that Interim City Manager Terry send a survey to <br />˗ <br />City Council to have a retreat to discuss City Council’s vision for economic <br />development and housing in the City. <br /> Councilman Whitaker asked for a plan to address disparity and inequity with <br />˗ <br />regards to subcontracting. He also asked for information on whether jobs created <br />are providing living wages and if they have been sustainable. <br /> Councilman Moody asked that management provide information on what needs to <br />˗ <br />be done to make the West Norfolk Industrial area more marketable. <br /> <br />2. IDA Barbour Early Learning Center - Dr. Margaret Buxton <br /> Councilman Whitaker asked what the criteria was to provide funds to private <br />˗ <br />entities. <br /> Vice Mayor Lucas-Burke asked Interim City Manager Terry if there was a revenue <br />˗ <br />sharing opportunity for the Ida Barbour Learning Center. <br /> <br /> There was a consensus of City Council to have a special meeting for the Police Chief’s <br /> <br />Crime Report. <br /> <br />3. City Council resolution regarding membership for Portsmouth Community Network <br />Broadband Authority Update - City Attorney Graham-Williams / Assistant City Attorney <br />Kelsey Swieringa <br /> <br />4. City Manager Report Overview - Mimi Terry, Interim City Manager <br /> <br />23 - 277- Motion by Ms. Lucas-Burke, and seconded by Mr. Hugel, go into a closed <br />meeting pursuant to Virginia Code subsection 2.2-3711 A.7 for the purpose of <br />consultation with legal counsel pertaining to actual litigation, where such consultation or <br />briefing in open meeting would adversely affect the negotiating or litigating posture of the <br />public body, specifically regarding Swinson v. City of Portsmouth, Portsmouth Circuit <br />Court Case Number CL23000577-00. <br /> <br /> The motion was adopted by the following vote: <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />Motion Ms. Lucas-Burke, and seconded by Mr. Moody, pursuant to Virginia Code <br />Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements under the Virginia Freedom of Information Act, and <br /> <br /> <br /> <br /> <br />
