<br />September 11, 2023 <br /> <br />At a Closed Meeting of the City Council on Monday, September 11, 2023, there <br />were present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., *Dr. <br />Mark M. Whitaker, *De’Andre A. Barnes, Mark A. Hugel, Vernon L. Tillage, Jr., Interim <br />City Manager Mimi C. Terry, City Attorney Lavonda Graham-Williams. <br /> <br />23 - 272 - Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br />th <br /> "Please attend a called meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 5:00p.m., Monday, September 11, 2023, for the <br />purpose of a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />23 - 273 - Motion by Ms. Lucas-Burke, and seconded by Mr. Hugel, to go into a closed <br />meeting: <br /> <br /> (A) pursuant to Virginia Code subsection 2.2-3711 A.29 for the purpose of <br />discussing the award of a public contract involving the expenditure of public funds to an <br />executive search firm, including an interview with an offeror and discussion of the terms <br />or scope of said contract, where discussion in an open session would adversely affect the <br />bargaining position or negotiating strategy of the public body; and <br /> <br />(B) pursuant to Virginia Code subsection 2.2-3711 A.6 for the purpose of <br />discussing and considering the investment of public funds where competition or <br />bargaining is involved, where, if made public initially, the financial interest of the <br />governmental unit would be adversely affected, specifically regarding the Hampton Roads <br />Regional Jail. <br /> <br />Dr. Whitaker stated his reasons for voting no are as follows: <br /> <br />(a) Sheriff Moore was requested to be present for the closed meeting regarding <br />the Hampton Roads Region Jail, and suggested the meeting be rescheduled to allow for <br />his presence. <br /> <br />(b) to allow for a more legitimate discussion regarding the search firm for the hiring <br />of the City Manager. <br /> <br /> The motion to go into closed meeting was adopted by the following vote: <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Glover <br />Nays: Barnes, Whitaker <br /> <br />Motion Ms. Lucas-Burke, and seconded by Mr. Hugel, pursuant to Virginia Code <br />Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements under the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion by which the <br />Closed Meeting was convened were heard, discussed, or considered in the <br />closed meeting just concluded by the City Council. <br /> <br /> The motion was adopted by the following vote: <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Glover <br />Nays: None <br /> <br /> <br /> <br /> <br /> <br /> <br />
