August 8, 2023 <br /> <br />At a Regular Meeting of the City Council on Tuesday, August 8, 2023, there were <br />present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., Dr. <br />Mark M. Whitaker, De’Andre A. Barnes, Mark A. Hugel, Vernon L. Tillage, Jr., Interim City <br />Manager Mimi C. Terry, City Attorney Lavonda Graham-Williams. <br /> <br />Mayor Glover asked for a moment of silence which was followed by the Pledge of <br />Allegiance to the Flag. <br /> <br /> Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Hugel, and seconded by Ms. Lucas-Burke, to adopt the minutes of <br />a Closed Meeting of July 24, 2023, of a Called Meeting of July 25, 2023, and of a Regular <br />Meeting of July 25, 2023, and was adopted by the following vote: <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Tillage, Whitaker, Glover <br />Nays: None <br />Abstain: Moody (Was absent from July 24, 2023, and July 25, 2023 meetings) <br />. <br />- City Manager’s Report - <br /> <br />23 - 261 - Adoption of an ordinance appropriating $24,059 to the FY 2024 Social <br />Services Fund Budget for the purpose of completing Adult Protective Services and <br />Independent Living Initiative grants. <br /> <br />Background: <br /> <br /> City Council appropriated grant funding for the Adult Protective Services and <br />Independent Living Initiative programs to the FY 2023 Social Services Fund Budget. <br /> <br /> The City has been performing activities related to those grants; however, the work <br />remains ongoing. <br /> <br /> Because Council appropriations to the Social Services Fund Budget lapse at the <br />end of the fiscal year, it is necessary to appropriate the remaining grant funding to the FY <br />2024 Social Services Fund Budget so that it can be expended this fiscal year. <br /> <br /> The grants are funded on a reimbursement basis, and as such no fund balance <br />appropriation is necessary. Under the grant terms, the city can receive reimbursement for <br />expenditures of up to $16,675 for Adult Protective Services and up to $7,384 for the <br />Independent Living Initiative. <br /> <br />Discussion: <br /> <br /> In order to complete the work required by the grants, it is necessary to <br />reappropriate the remaining funding to the FY 2024 Social Services Fund. <br /> <br /> This reappropriation does not reflect an increased cost of the grants. It is only <br />necessary because the original funding was appropriated to the FY 2023 Social Services <br />budget and the grant-funded work will not be completed until FY 2024. <br /> <br />Financial Impact: <br /> <br /> <br /> The appropriated funding will be expended for the completion of the grants. <br /> <br />Recommended Action <br />: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action <br />: <br /> <br /> <br /> The Finance Department will make the necessary budget adjustment. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Hugel, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE APPROPRIATING $24,059 TO THE FY 2024 SOCIAL SERVICES FUND <br />BUDGET FOR THE PURPOSE OF COMPLETING ADULT PROTECTIVE SERVICES <br />AND INDEPENDENT LIVING INITIATIVE GRANTS.” <br /> <br /> <br /> <br /> <br />
