<br />July 25, 2023 <br /> <br />Community Policy & Management Team <br />Valarie Jordan-Hunter to be appointed, replacing Katherine Grimm. <br /> <br />Towing Advisory Board <br />Scott Maxwell to be appointed to a term ending May 31, 2024, replacing Nathanial Hawes. <br />Thomas Stallings to be appointed to a term ending May 31, 2024, replacing Kenny <br />Strickland. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Hugel, to close nomination and <br />the above nomination was adopted by the following vote: <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />23 - 252 - Items Submitted by Council Members <br /> <br />• Adoption of a resolution to amend the Rules of Order and Procedure of the <br />Portsmouth City Council for the purpose of clarifying the process for the removal of <br />members from meetings. <br /> <br />Motion by Mr. Barnes, and seconded by Mr. Tillage, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION TO AMEND THE RULES OF ORDER AND PROCEDURE OF THE <br />PORTSMOUTH CITY COUNCIL FOR THE PURPOSE OF CLARIFYING THE <br />PROCESS FOR THE REMOVAL OF MEMBERS FROM MEETINGS. <br /> <br /> BE IT RESOLVED <br />by the Council of the City of Portsmouth, Virginia, that the Rules <br />of Order and Procedure of the Portsmouth City Council are amended by adding language <br />to Part 1, Section V (Decorum and Order) as follows. Except as expressly shown below, <br />Part 1, Section V is not otherwise amended. <br /> <br />Section V. DECORUM AND ORDER <br /> <br /> <br />… <br /> <br />The Presiding Officer shall decide all questions of order, without debate, which shall be <br />subject to appeal to the Council by any member thereof. A question of order takes <br />precedence over the question giving rise to it. Except for conduct reasonably perceived <br />as posing an immediate threat to the physical safety of the other members of Council or <br />the public, no member of Council shall be ejected from a Council meeting for disorderly <br /> <br />conduct except by majority vote of the members of Council then present.” <br /> <br />Ayes: Barnes, Lucas-Burke, Tillage, Whitaker <br />Nays: Hugel, Glover <br /> <br /> Dr. Whitaker spoke on the following: <br /> <br /> Update on Disparity Study. <br />˗ <br /> Sugar Hill report from Dr. Cassandra Newby-Alexander and asked that federal <br />˗ <br />and state representatives be invited to the Public Work Session and that time be <br />allotted for robust discussion. <br /> Mount Hermon/Bernard Griffin Park. <br />˗ <br /> <br /> Interim City Manager Terry provided an update on Mount Hermon/Bernard <br />Griffin Park. <br /> Expressed concern regarding comments made at the July 11, 2023, public <br />˗ <br />hearing. <br /> <br /> Vice Mayor Lucas-Burke spoke on the following: <br /> <br /> Minority Mental Health Awareness in the month of July. <br />˗ <br /> Minority Mental Health Awareness Walk and Social Services Community Day on <br />˗ <br />July 15, 2023. <br /> Welding Challenge. <br />˗ <br /> Giving Our Girls Power Basketball Camp. <br />˗ <br /> <br /> <br /> <br /> <br />
