Except as expressly shown below, <br />Part 1, Section V is not otherwise amended. <br /> <br />Section V. DECORUM AND ORDER <br /> <br /> <br />… <br /> <br />The Presiding Officer shall decide all questions of order, without debate, which shall be <br />subject to appeal to the Council by any member thereof. A question of order takes <br />precedence over the question giving rise to it.
