<br />At a Regular Meeting of the City Council on Tuesday, July 11, 2023, there were
<br />present:

<br />Mayor Shannon E. Glover, Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., Dr.
<br />Mark M. Whitaker, De’Andre A. Barnes, Mark A. Hugel, Vernon L. Tillage, Jr., Interim
<br />City Manager Mimi C. Terry, City Attorney Lavonda Graham-Williams.

<br />Mayor Glover asked for a moment of silence which was followed by the Pledge of
<br />Allegiance to the Flag.
<br />
<br /> Mayor Glover called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the minutes of
<br />a Called Meeting of June 27, 2023, and of a Regular Meeting of June 27, 2023, and was
<br />adopted by the following vote:

<br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover
<br />Nays: None

<br />- Public Hearing -
<br />
<br />23 - 234 - Public hearing on use permit and rezoning applications:
<br />
<br />(a) UP-23-09 DOWNTOWN - Resolution granting the request of The Book Club
<br />LLC for a Use Permit to operate an entertainment establishment on
<br />the approximately 0.143 acre property located at 620 High Street in
<br />the Downtown D1 T5 (Urban Center) zoning sub-district and the
<br />Downtown Design Overlay District. The Future Land Use Map of the
<br />Build One Portsmouth Comprehensive Plan designates this property
<br />for Mixed-Use Downtown. The property is owned by Two Monkeys
<br />Inc. Planning Commission recommends approval with conditions.
