July 11, 2023 <br /> <br />At a Regular Meeting of the City Council on Tuesday, July 11, 2023, there were <br />present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., Dr. <br />Mark M. Whitaker, Deā€™Andre A. Barnes, Mark A. Hugel, Vernon L. Tillage, Jr., Interim <br />City Manager Mimi C. Terry, City Attorney Lavonda Graham-Williams. <br /> <br />Mayor Glover asked for a moment of silence which was followed by the Pledge of <br />Allegiance to the Flag. <br /> <br /> Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the minutes of <br />a Called Meeting of June 27, 2023, and of a Regular Meeting of June 27, 2023, and was <br />adopted by the following vote: <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />- Public Hearing - <br /> <br />23 - 234 - Public hearing on use permit and rezoning applications: <br /> <br />(a) UP-23-09 DOWNTOWN - Resolution granting the request of The Book Club <br />LLC for a Use Permit to operate an entertainment establishment on <br />the approximately 0.143 acre property located at 620 High Street in <br />the Downtown D1 T5 (Urban Center) zoning sub-district and the <br />Downtown Design Overlay District. The Future Land Use Map of the <br />Build One Portsmouth Comprehensive Plan designates this property <br />for Mixed-Use Downtown. The property is owned by Two Monkeys <br />Inc. Planning Commission recommends approval with conditions. <br /> <br />1. S. T. McElroy, 620 High Street, presented the application. <br /> <br />2. Michael Massie, 4029 Estates Lane, spoke in support of this item. <br /> <br />3. Bill Schlaht, 622 High Street, spoke in opposition to this item. <br /> <br />4. Dr. Joseph Caplan, 623 High Street, spoke in opposition to this item. <br /> <br />5. Ed Forlines, 462 Washington Street, spoke in support of this item. <br /> <br />6. Elaine Caplan, 623 High Street, spoke in opposition to this item. <br /> <br />7. Yolanda Clayton, 1417 Des Moines Avenue, spoke in support of this item. <br /> <br />8. Donna Biggs, 3104 Garland Drive, pointed out the difficult decision City Council has <br /> with considering this item. <br /> <br />9. Mark Geduldig-Yatrofsky, P. O. Box 50141, spoke in support of this item and asked <br /> that City Council review the noise ordinance. <br /> <br />10. Dave Chance, 610 High Street, spoke in support of this item. <br /> <br />11. Coleman Young, 603 Dinwiddie Street, spoke in support of this item. <br /> <br />12. Lindsey Anderson, 6 Savage Court, spoke in support of this item. <br /> <br />13.
