June 27, 2023 At a Called Meeting of the City Council on Tuesday, June 27, 2023, there were present: Mayor Shannon E. Glover, Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., *Dr. Mark M. Whitaker, De’Andre A. Barnes, Mark A. Hugel, Vernon L. Tillage, Jr., Interim City Manager Mimi C. Terry, City Attorney Lavonda Graham-Williams. 23 - 217 - Mayor Glover called the meeting to order and welcomed all in attendance. "Please attend a called meeting of the City Council to be held in the City Council Chamber, 801 Crawford Street, 5:00 p.m., Tuesday, June 27, 2023, for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 23 - 218 - The following items were discussed in Public Work Session: 1. Public Safety  E-911 Technical Systems Update - Cliff Hayes, Chief Information Officer  Hurricane Season Preparedness - Stephen Davis, Deputy Emergency Management Coordinator  Fire, Rescue, and Emergency Services Department Update - Chief Nestor Mangubat, Fire Department  Police Department Update - Chief Stephen Jenkins, Police Department  Automated Traffic Enforcement Turnkey Program - Marty Plank, Altumint 2. City Manager Report Overview - Mimi Terry, Interim City Manager 23 - 219 - Motion by Ms. Lucas-Burke, and seconded by Mr. Hugel, to go into a closed meeting: (A) pursuant to Virginia Code subsection 2.2-3711 A.8 for the purpose of consultation with legal counsel employed or retained by the City regarding specific legal matters requiring the provision of legal advice by such counsel, specifically regarding the Hampton Roads Regional Jail; and (B) pursuant to Virginia Code subsections 2.2-3711 A.1 and A.29 for the purposes of discussing and considering: appointments to boards and commissions; the contract terms and salaries of the City Clerk and the City Attorney; and the process for filling the position of City Manager, including specifically the award of a contract involving the expenditure of public funds to an executive search firm. The motion to go into closed meeting was adopted by the following vote: Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover Nays: None Motion Ms. Lucas-Burke, and seconded by Mr. Moody, pursuant to Virginia Code Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge: 1. Only public business matters lawfully exempted from open meeting requirements under the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion by which the Closed Meeting was convened were heard, discussed, or considered in the closed meeting just concluded by the City Council.
