<br />June 27, 2023 <br /> <br />At a Called Meeting of the City Council on Tuesday, June 27, 2023, there were <br />present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., *Dr. <br />Mark M. Whitaker, De’Andre A. Barnes, Mark A. Hugel, Vernon L. Tillage, Jr., Interim City <br />Manager Mimi C. Terry, City Attorney Lavonda Graham-Williams. <br /> <br />23 - 217 - Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> "Please attend a called meeting of the City Council to be held in the City Council <br />Chamber, 801 Crawford Street, 5:00 p.m., Tuesday, June 27, 2023, for the purpose of a <br />Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />23 - 218 - The following items were discussed in Public Work Session: <br /> <br />1. Public Safety <br /> <br /> E-911 Technical Systems Update - Cliff Hayes, Chief Information Officer <br /> <br /> Hurricane Season Preparedness - Stephen Davis, Deputy Emergency <br />Management Coordinator <br /> <br /> Fire, Rescue, and Emergency Services Department Update - Chief Nestor <br />Mangubat, Fire Department <br /> <br /> Police Department Update - Chief Stephen Jenkins, Police Department <br /> <br /> Automated Traffic Enforcement Turnkey Program - Marty Plank, Altumint <br /> <br />2. City Manager Report Overview - Mimi Terry, Interim City Manager <br /> <br />23 - 219 - Motion by Ms. Lucas-Burke, and seconded by Mr. Hugel, to go into a closed <br />meeting: <br /> <br /> (A) pursuant to Virginia Code subsection 2.2-3711 A.8 for the purpose of <br />consultation with legal counsel employed or retained by the City regarding specific legal <br />matters requiring the provision of legal advice by such counsel, specifically regarding the <br />Hampton Roads Regional Jail; and <br /> <br /> (B) pursuant to Virginia Code subsections 2.2-3711 A.1 and A.29 for the purposes <br />of discussing and considering: appointments to boards and commissions; the contract <br />terms and salaries of the City Clerk and the City Attorney; and the process for filling the <br />position of City Manager, including specifically the award of a contract involving the <br />expenditure of public funds to an executive search firm. <br /> <br /> The motion to go into closed meeting was adopted by the following vote: <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />Motion Ms. Lucas-Burke, and seconded by Mr. Moody, pursuant to Virginia Code <br />Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements under the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion by which the <br />Closed Meeting was convened were heard, discussed, or considered in the <br />closed meeting just concluded by the City Council. <br /> <br /> The motion was adopted by the following vote: <br /> <br /> <br /> <br /> <br /> <br /> <br />
