June 13, 2023 <br /> <br />At a Regular Meeting of the City Council on Tuesday, June 13, 2023, there were <br />present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., Dr. <br />Mark M. Whitaker, De’Andre A. Barnes, Mark A. Hugel, Vernon L. Tillage, Jr., Interim <br />City Manager Mimi C. Terry, City Attorney Lavonda Graham-Williams. <br /> <br />Mayor Glover asked for a moment of silence which was followed by the Pledge of <br />Allegiance to the Flag. <br /> <br /> Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the minutes of <br />a Called Meeting of May 23, 2023, and of a Regular Meeting of May 23, 2023, and was <br />adopted by the following vote: <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />- Public Hearing - <br /> <br />23 - 204 - Public hearing on use permit and rezoning applications: <br /> <br />(a) UP-23-07 COMMERCIAL DISTRICT 3 - Resolution granting the request of Ron <br />Holloway, with New Home Builders, for a Use Permit to construct <br />four (4) townhouses on the approximately 0.231 combined acres <br />located at 3002 and 3006 Deep Creek Boulevard in the General <br />Mixed-Use (GMU) zoning district. The Future Land Use Map of the <br />Build One Portsmouth Comprehensive Plan designates these <br />properties for Multi-Family Residential. The properties are owned by <br />New Home Builders. Planning Commission recommends approval <br />with amended conditions. <br /> <br />1. Ronald Holloway, 1208 Copper Stone Circle, Chesapeake, presented the application. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Barnes, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION GRANTING A USE PERMIT (UP-23-07) TO NEW HOME BUILDERS <br />INC. TO CONSTRUCT FOUR (4) TOWNHOUSES AT 3002 AND 3006 DEEP CREEK <br />BOULEVARD (TAX PARCELS 0145-0190 AND 0145-0200). <br /> <br /> <br />WHEREAS <br /> , New Home Builders Inc., the owner of the subject property, has made <br />application pursuant to Section 40.2-533 of the Code of the City of Portsmouth, Virginia <br />for the granting of a use permit to construct four (4) townhouses at 3002 and 3006 Deep <br />Creek Boulevard (Tax Parcels 0145-0190 & 0145-0200); and <br /> <br />WHEREAS <br /> , the applicant and the Planning Director have done all things required <br />to be done in connection with said application; and <br /> <br />WHEREAS <br /> , the Planning Commission has recommended the approval of the <br />application for a use permit. <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia: <br /> <br /> 1. That it has reviewed and considered the application materials, the City staff <br />report, the proceedings and recommendation of the Planning Commission, all comments <br />made at the public hearing, and the discussion of the Council regarding the application. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
