<br />At a Special Called Meeting of the City Council on Wednesday, June 7, 2023, there
<br />were present:
<br />
<br />Mayor Shannon E. Glover, Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., Mark
<br />A. Hugel, Vernon L. Tillage, Jr., Interim City Manager Mimi C. Terry, City Attorney
<br />Lavonda Graham-Williams.
<br />
<br />23 - 192 - The Mayor called the meeting to order and welcomed all in attendance:
<br />
<br /> “Please attend a Called Meeting of the City Council to be held in the City Council
<br />Chamber, 801 Crawford Street, 6:00 p.m., Wednesday, June 7, 2023, for the purpose of
<br />a Public Work Session to discuss the appointment of the City Manager.
<br />
<br /> In addition, you may consider a motion to go into a Closed Meeting.
<br />
<br /> By order of the Mayor.”
<br />
<br />23 - 193 - Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, to suspend Council
<br />Rules to allow for public speakers, and was adopted by the following vote:
<br />
<br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Glover
<br />Nays: None
<br />
<br />1. Germain Green, 1337 Watson Street, spoke in support of Interim City Manager
<br />Mimi Terry being hired as City Manager.
<br />
<br />2. Darrell Redmond, 4035 Stowaway Lane, spoke in support of Interim City Manager
<br />Mimi Terry being hired as City Manager.
<br />
<br />3. Kathryn Bryant, 351 Middle Street, expressed concern with the hiring process and
<br />instead recommended a flexible approach with appointing the next City Manager.
<br />
<br />4. Elvira Johnson-Williams, 3313 Armistead Drive, spoke positively of Interim City
<br />Manager Mimi Terry’s work and recommended appointing her as City Manager.
<br />
<br />5. Reggie Gatling, 622 Florida Avenue, spoke in support of Interim City Manager
<br />Mimi Terry being hired as City Manager.
<br />
<br />6. Donna Biggs, 3104 Garland Drive, asked that City Council follow the normal
<br />process for hiring a City Manager.
<br />
<br />7. Darlene Washington, 606 Court Street, spoke on the differences between hiring a
<br />City Manager in the past versus hiring one today.
<br />
<br />8. Sharon Anderson, 6005 Dunkirk Street, stated that City Council should continue to
<br />follow the normal process for appointing a City Manager.
<br />
<br />9. Althea Mease, 1 Guardian Court, spoke positively of Interim City Manager Mimi
<br />Terry’s work and recommended appointing her as City Manager.
<br />
<br />10. Mark Geduldig-Yatrofsky, P.O. Box 50141, expressed concern about not
<br />announcing the public’s opportunity to speak during the Public Work Session and
<br />the process of hiring a City Manager.
<br />
<br />11. Bobbie Hansel-Union, 500 Crawford Place, spoke in support of Interim City
<br />Manager Mimi Terry being hired as City Manager.
