May 23, 2023 <br /> <br />WHEREAS, <br /> the City and its consultant have determined that the required repairs <br />are anticipated to cost at least $544,00 (subject to additional modifications which may be <br />necessary based on continued evaluation of the structure); and <br /> <br />WHEREAS, <br /> the original contract price for performance of the Work was <br />$1,376,000; and <br /> <br />WHEREAS, <br /> the change to the project scope to address the newly discovered <br />deterioration and environmental concerns and will result in additional material and <br />construction costs that will exceed 25% of the original contract amount; and <br /> <br />WHEREAS, <br /> Section 12-183 of the City Code requires Council approval to exceed <br />an original contract amount by more than 25% or $50,000, whichever is greater; and <br /> <br />WHEREAS, <br /> it is projected that the final project cost will be approximately <br />$1,920,000, and funding to complete the project is available through the Community <br />Development Block Grant program and the Capital Improvement Fund. <br /> <br />NOW, THEREFORE, BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia that, pursuant to Section 12-183 of the City Code, the City Manager is authorized <br />to expend the additional funds necessary to address the newly discovered deterioration <br />and environmental concerns, and to complete the Elm Avenue Neighborhood Facility <br />Renovation and HVAC Improvement Project.” <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Glover <br />Nays: Whitaker <br /> <br />23 - 187 - Adoption of a resolution authorizing the grant of a variable width utility <br />easement to Virginia Electric and Power Company across a portion of Tax Parcel <br />0587-0010 at Manor High School. <br /> <br />Background: <br /> <br /> Portsmouth Public Schools (PPS) intends to install a charging station at the bus <br />parking lot located at Manor High School. <br /> <br /> To install the charging station, it is necessary to provide Dominion (Virginia Electric <br />and Power Company) a small variable width utility easement across Tax Parcel 0587- <br />0010, which is owned by the City. <br /> <br />Discussion: <br /> <br /> City staff has reviewed the location of the proposed easement and determined that <br />it will not have a negative impact on any City facilities. <br /> <br />Financial Impact: <br /> <br /> <br /> None. <br /> <br />Recommended Action: <br /> <br /> Adoption of the resolution. <br /> <br />Next Steps Following Council Action: <br /> <br /> The City Manager will execute and deliver the requested easement. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Tillage, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION AUTHORIZING THE GRANT OF A VARIABLE WIDTH UTILITY <br />EASEMENT TO VIRGINIA ELECTRIC AND POWER COMPANY ACROSS A PORTION <br />OF TAX PARCEL 0587-0010 AT MANOR HIGH SCHOOL. <br /> <br /> WHEREAS, <br />Portsmouth Public Schools (PPS) intends to install an electric <br />charging station for buses at the bus parking lot located at Manor High School; and <br /> <br /> <br /> <br /> <br /> <br /> <br />
