<br />May 23, 2023 <br /> <br />At a Called Meeting of the City Council on Tuesday, May 23, 2023, there were <br />present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., Dr. <br />Mark M. Whitaker, Mark A. Hugel, Vernon L. Tillage, Jr., Interim City Manager Mimi C. <br />Terry, City Attorney Lavonda Graham-Williams. <br /> <br />23 - 173 - Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> "Please attend a called meeting of the City Council to be held in the City Council <br />Chamber, 801 Crawford Street, 5:00 p.m., Tuesday, May 23, 2023, for the purpose of a <br />Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />23 - 174 - The following items were discussed in Public Work Session: <br /> <br />1. Behavioral Health Services - Dr. Nathan Woodard, Director, Behavioral Health <br />Services <br /> <br />2. Zoning Updates - Julie Chop, Principal Planner, Planning Department <br /> <br /> There was a majority consensus of City Council to increase the downtown D1 T4, <br />T5 and T6 maximum density. <br /> <br /> There was a majority consensus of City Council to reduce D1 sub-districts <br />minimum open space set-aside requirements. <br /> <br /> There was a consensus of City Council to add a 2-acre minimum lot size for <br />shipping containers/chassis storage yards. <br /> <br /> There was a majority consensus of City Council to increase the NMU, GMU and <br />Innovation Overlay maximum density. <br /> <br /> There was a consensus of City Council to extend special exception, use permit, <br />and COA if granted by the General Assembly. <br /> <br />3. City Manager Report Overview - Mimi Terry, Interim City Manager <br /> <br />23 - 175 - Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, go into a closed <br />meeting: <br /> <br /> (A) pursuant to Virginia Code subsection 2.2-3711 A.1 for the purpose of <br />discussing and considering prospective candidates for employment and the performance <br />of appointees, specifically regarding the position of city manager; and <br /> <br /> (B) pursuant to Virginia Code subsection 2.2-3711 A.1 for the purpose of <br />discussing and considering prospective candidates for appointment to boards and <br />commissions. <br /> <br /> The motion to go into closed meeting was adopted by the following vote: <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />Motion Ms. Lucas-Burke, and seconded by Mr. Moody, pursuant to Virginia Code <br />Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements under the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion by which the <br />Closed Meeting was convened were heard, discussed, or considered in the <br />closed meeting just concluded by the City Council. <br /> <br /> <br /> <br /> <br /> <br />
