May 9, 2023 <br /> <br />At a Regular Meeting of the City Council on Tuesday, May 9, 2023, there were <br />present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., Dr. <br />Mark M. Whitaker, De’Andre A. Barnes, Mark A. Hugel, Vernon L. Tillage, Jr., Interim City <br />Manager Mimi C. Terry, City Attorney Lavonda Graham-Williams. <br /> <br /> Mayor Glover asked for a moment of silence which was followed by the Pledge of <br />Allegiance to the Flag. <br /> <br /> Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the minutes of <br />a Called Meeting of April 25, 2023, and of a Regular Meeting of April 25, 2023, was <br />adopted by the following vote: <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />- Public Hearing - <br /> <br />23-164 Public hearing on proposed real property tax increase. <br /> <br />- City Manager’s Report - <br /> <br />23 - 165 - Adoption of ordinances to appropriate the total sum of $845,850,415 for <br />the operation of the City Government for Fiscal Year 2024 for the following areas: <br />City Operating Budget -- $520,483,988; Capital Improvement Fund $77,834,000; and <br />Portsmouth Public Schools Operating Budget -- $247,532,427. <br /> <br />Background: <br /> <br /> On March 27, 2023, the City Manager presented the proposed Fiscal Year 2024 <br />Operating Budget and Capital Improvement Program (CIP) to City Council to include <br />Portsmouth Public Schools. <br /> <br />The proposed Capital Improvement Program (CIP) is for Fiscal Years 2024-2028, <br /> <br />with an appropriation of the necessary funds in the Capital Improvement Fund for Year <br />One of the Program. <br /> <br /> <br /> The budget was discussed during March and April with each member of City <br />Council and public hearings were held on April 11 and 25, 2023. The attached ordinances <br />are required for adoption of the Fiscal Year 2024 Operating Budget and the Capital <br />Improvement Budget. <br /> <br /> Public hearings in accordance with state code regarding the effective tax rate <br />increase were held on April 25 and May 9, 2023. <br /> <br />Discussion: <br /> <br />Per Section 3.16 of the City Charter, the budget must be in balance, with estimated <br /> <br />revenues equaling expenditures. The Proposed Operating and Capital Improvement <br />Budgets for Fiscal Year 2024 comply with this law. <br /> <br />City Operating Budget <br /> <br />The Ordinances necessary to adopt the Fiscal Year 2024 Operating Budget are <br /> <br />attached to this report for City Council action as follows: <br /> <br />a) Adoption of an ordinance to amend and re-enact Ordinance No. 2022-32 to impose <br />and levy taxes for the fiscal year beginning July 1, 2023 and ending June 30, 2024, on <br />real estate, tangible personal property, privately-owned pleasure boats, privately-owned <br />camping trailers and motor homes, and machinery and tools within the city of Portsmouth, <br />Virginia, for the purpose of raising revenue for the support of governmental operations <br />and the public free schools and to pay principal and interest on the public debt. <br />b) Adoption of an ordinance to amend Appendix A of the Code of the City of <br />Portsmouth, Virginia (2006) to increase rates for water and sewage services as <br />authorized by Sections 38-83 and 38-117 of said code. <br /> <br /> <br /> <br /> <br /> <br />
