<br />23 - 135 - The Mayor called the meeting to order and welcomed all in attendance:

<br /> "Please attend a Called Meeting of the City Council to be held at the Tidewater
<br />Community College, 120 Campus Drive, Student Center (Bldg. E, Rooms E-124 and E-
<br />125), Portsmouth, Virginia, on Friday, April 14, 2023, at 2:00 p.m. for the purpose of a
<br />City Council Retreat.

<br /> In addition, you may consider a motion to go into a Closed Meeting.
