April 11, 2023 <br /> <br />- City Manager’s Report - <br /> <br />23 - 125 - Adoption of an ordinance accepting a Law Enforcement Equipment and <br />Technology Fund grant in the amount of $728,000 from the Virginia Department of <br />Criminal Justice Services and appropriating said amount in the FY 2023 Grants <br />Fund Budget for use by the Portsmouth Police Department for records <br />management improvements. <br /> <br />Background: <br /> <br /> The Portsmouth Police Department (PPD) has been awarded grant funding in the <br />amount of $728,000 from the DCJS to provide funds for specialized equipment, <br />technology, and software. <br /> <br /> Estimated revenue in the FY 2023 Grants Fund is increased by $728,000. <br /> <br />Discussion: <br /> <br /> PPD will use the Law Enforcement Equipment and Technology funds for the below <br />purposes. <br /> <br /> Implementation of the eSummons system, which will eliminate the handwriting of <br />summonses and the associated data. This system contains a thermal printer and red bar <br />scanner that allows for the scanning and importing of driver and vehicle information into <br />an electronic summons. <br /> <br /> Acquisition of National Integrated Ballistic Information Network (NIBIN) ballistic <br />data hardware and software for analysis of cartridge casings from the NIBIN’s database. <br /> <br /> State police mandated Automated Fingerprint Identification System (AFIS) <br />hardware and software upgrades. <br /> <br /> The PPD Records Unit currently stores historical paper and microfiche documents <br />as required by the Library of Virginia. These grant funds will allow the PPD to begin <br />converting these items to digital storage, thereby providing long-term storage and limiting <br /> <br />the degradation of the original media. <br /> <br />Financial Impact: <br /> <br /> <br /> No local match is required as a condition of the funding. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budget adjustment. In addition, <br />the Chief of Police or his designee will provide grant management and oversight. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Hugel, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A LAW ENFORCEMENT EQUIPMENT AND <br />TECHNOLOGY GRANT IN THE AMOUNT OF $728,000 FROM THE VIRGINIA <br />DEPARTMENT OF CRIMINAL JUSTICE SERVICES AND APPROPRIATING SAID <br />AMOUNT IN THE FY 2023 GRANTS FUND BUDGET FOR USE BY THE <br />PORTSMOUTH POLICE DEPARTMENT FOR RECORDS MANAGEMENT <br />IMPROVEMENTS. <br />” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />23 - 126 - Adoption of an ordinance accepting shared expense funding in the <br />amount of $130,000 from the Commonwealth of Virginia and appropriating said <br />amount to the Commonwealth’s Attorney section of the FY 2023 General Fund <br />Budget for use by the Commonwealth’s Attorney’s Office to purchase computer <br />equipment. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
