April 11, 2023 - City Manager’s Report - 23 - 125 - Adoption of an ordinance accepting a Law Enforcement Equipment and Technology Fund grant in the amount of $728,000 from the Virginia Department of Criminal Justice Services and appropriating said amount in the FY 2023 Grants Fund Budget for use by the Portsmouth Police Department for records management improvements. Background:  The Portsmouth Police Department (PPD) has been awarded grant funding in the amount of $728,000 from the DCJS to provide funds for specialized equipment, technology, and software.  Estimated revenue in the FY 2023 Grants Fund is increased by $728,000. Discussion:  PPD will use the Law Enforcement Equipment and Technology funds for the below purposes.  Implementation of the eSummons system, which will eliminate the handwriting of summonses and the associated data. This system contains a thermal printer and red bar scanner that allows for the scanning and importing of driver and vehicle information into an electronic summons.  Acquisition of National Integrated Ballistic Information Network (NIBIN) ballistic data hardware and software for analysis of cartridge casings from the NIBIN’s database.  State police mandated Automated Fingerprint Identification System (AFIS) hardware and software upgrades.  The PPD Records Unit currently stores historical paper and microfiche documents as required by the Library of Virginia. These grant funds will allow the PPD to begin converting these items to digital storage, thereby providing long-term storage and limiting the degradation of the original media. Financial Impact:  No local match is required as a condition of the funding. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  The Finance Department will make the necessary budget adjustment. In addition, the Chief of Police or his designee will provide grant management and oversight. Motion by Ms. Lucas-Burke, and seconded by Mr. Hugel, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING A LAW ENFORCEMENT EQUIPMENT AND TECHNOLOGY GRANT IN THE AMOUNT OF $728,000 FROM THE VIRGINIA DEPARTMENT OF CRIMINAL JUSTICE SERVICES AND APPROPRIATING SAID AMOUNT IN THE FY 2023 GRANTS FUND BUDGET FOR USE BY THE PORTSMOUTH POLICE DEPARTMENT FOR RECORDS MANAGEMENT IMPROVEMENTS. ” Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover Nays: None 23 - 126 - Adoption of an ordinance accepting shared expense funding in the amount of $130,000 from the Commonwealth of Virginia and appropriating said amount to the Commonwealth’s Attorney section of the FY 2023 General Fund Budget for use by the Commonwealth’s Attorney’s Office to purchase computer equipment.
