March 14, 2023 <br /> <br />At a Regular Meeting of the City Council on Tuesday, March 14, 2023, there were <br />present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., Dr. <br />Mark M. Whitaker, De’Andre A. Barnes, Mark A. Hugel, Vernon L. Tillage, Jr., Interim City <br />Manager Mimi C. Terry, City Attorney Lavonda Graham-Williams. <br /> <br />Mayor Glover asked for a moment of silence which was followed by the Pledge of <br />Allegiance to the Flag. <br /> <br /> Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> Upon request by the Chair, Councilman Barnes left at 7:02 p.m. <br /> <br /> <br /> Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the minutes of <br />a Called Meeting of February 28, 2023, and of a Regular Meeting of February 28, 2023, <br />and was adopted by the following vote: <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br /> Motion by Mr. Moody, and seconded by Mrs. Lucas-Burke, to add two items to <br />the agenda regarding the termination of the City Assessor and the appointment of an <br />Interim City Assessor, and was adopted by the following vote: <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Glover <br />Nays: Whitaker <br /> <br /> Motion by Mr. Moody, and seconded by Mrs. Lucas-Burke, to terminate City <br />Assessor Patrick Dorris pursuant to Section 3.A.1 of his contract, effective immediately, <br />with six months’ severance to be paid in accordance with Section 3.B of his contract, <br />and was adopted by the following vote: <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Glover <br />Nays: Whitaker <br /> <br /> Motion by Mr. Moody, and seconded by Mrs. Lucas-Burke, to appoint Janey <br />Culpepper as Interim City Assessor with a start date of March 15, 2023, and a salary of <br />$120,000.00 per year, subject to execution of a contract to be approved and finalized <br />by the Personnel Committee, and was adopted by the following vote: <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Glover <br />Nays: Whitaker <br /> <br />- Public Hearing - <br /> <br />23 - 88 - Public hearing on use permit, rezoning, and code amendment applications: <br /> <br />(a) UP-22-20 PRENTIS PLACE - Resolution granting the request of Safe Harbor <br />Behavioral Healthcare, LLC for a Use Permit for a halfway house on <br />the 0.12-acre property at 1820 Prentis Avenue in the Multi-Family <br />Urban Residential (UR-M) zoning district. The Future Land Use Map <br />of the Build One Portsmouth Comprehensive Plan designates this <br />property for Mixed Residential. The property is owned by L. Louise <br />Lucas. Planning Commission recommends approval with conditions. <br /> <br />1. Tim Webb, 2700 London Boulevard, presented the application. <br /> <br />2. Armando Gomez, 6000 California Circle, Rockville, Maryland, spoke in support of this <br />item <br /> <br />3.
